01-039-Anomalies of the RRH and RID resource distribution metrics

Resource leveling aims to reduce the fluctuations of the resource distribution and peak resource demand during the construction. Obtaining the optimum solution is not a problem as the optimization tools can be accessed easily and large problems can be solved by ordinary desktop computers. However, the most important part of the problem is the selection of the proper metric, because all of the resource distribution metrics do not reduce the fluctuations or peak resource demand. In this study, drawbacks of resource idle day, release and rehire, and minimum moment metrics are discussed on case study problems in which the examined metrics cannot provide proper resource distributions. Resource idle day, and release and rehire metrics cannot penalize peak resource demand properly while they may excessively penalize unimportant fluctuations. Minimum moment metric cannot penalize resource fluctuations efficiently and systematically. Project managers may face with even worse resource distribution if the aforementioned metrics are utilized without any prior knowledge. © 2025 by the authors.

The Effect of Internalized Stigma on Psychological Resilience in People with Mental Illness

Objective: The purpose of the present study was to evaluate the effect of internalized stigma on psychological resilience in people with mental illness. Methods: The present study was a cross‐sectional type. A hundred‐sixty five (165) people with mental illlness were included in the study. Descriptive Features Form, Internalized Stigma of Mental Illness Inventory (ISMI), and Brief Resilience Scale (BRS) were utilized to gather data. Results: There was a statistically negative strong relationship between ISMI and BRS (r=‐ 0.803, p<.05). It was also identified that internalized stigma predicted psychological resilience by 64%. Conclusion: Decreasing the level of internalized stigma of people with mental illness may positively affect their psychological resilience. © 2025, Ataturk Universitesi. All rights reserved.

IMPROVEMENT IN 50-METER FREESTYLE SWIMMING SPEED FOLLOWING 6 WEEKS OF PLYOMETRIC TRAINING IN 12-13 YEARS OLD

Swimming is a fantastic sport to enjoy at all ages, but increasing swimming speed requires proper training. This research aims to determine the effect of 6 weeks of plyometrics exercise on 50-meter freestyle swimming in the 12-13 age group. This study follows a pre-experimental research design, specifically utilizing a One Group pretest-posttest design. The participants in this research were drawn from the Arwana Swimming Club in Bangkalan, East Java, Indonesia male swimmers aged 12-13 with 20 participants. The Plyometric Training Program was implemented for 6 weeks, scheduled for three days each week. The results obtained from this study indicate a significant value of 0.00, which is less than 0.05. The mean values of the pretest (50.1545) and the posttest (49.264). This conclusion shows that there was an improvement in swimming speed, as evidenced by the lower time recorded in the posttest. Therefore, from this research, 6 weeks of plyometric exercises have a significant effect on the performance of 50-meter freestyle swimming in the 12-13 age group. Consequently, it is recommended that training programs be tailored to address the unique needs of male and female swimmers. © 2025, Pan - European University Apeiron. All rights reserved.

Transformation strategies from e-government to AI-government in public administration: A comparative analysis of artificial intelligence applications in public administration in the USA and Turkiye

Although it does not have a very positive and desirable meaning as a word, when the word 'artificial' is used to qualify 'intelligence, ' it refers to a period that is the last known leg of development and technological revolution. This period describes the time when the concept of artificial intelligence, which states can use in every known field, can control many aspects of life. The period of artificial intelligence, which is the last of these periods, which changes in very short phases with the speed of technological developments, forms the basis of a higher period that humankind will pass through, perhaps in a few decades. It is also accepted that studies on artificial intelligence applications are in parallel with the level of development of countries in terms of becoming an information society and that the achievements in this field are reflected in public institutions and the quality of people's lives. As a pioneer in artificial intelligence, the United States' decades-long leadership in artificial intelligence (AI) research and development has brought cutting-edge, transformative technologies that improve lives, develop innovative industries, empower organizations and workers, and enhance national security. It can be argued that the US' aim in developing these technologies is to create a control mechanism in line with US values and interests and to maintain its long-standing 'leadership' status. Turkiye, which has prepared the National Artificial Intelligence Strategy roadmap with the aim of becoming a pioneer in s-government applications and becoming a country that produces technology, not just consumes it, has assigned an important mission to the Digital Transformation Office established under the Presidency with the Presidential Government System. For Turkiye, which still has a long way to go in terms of digitalization and artificial intelligence, prioritizing the concept of digital leadership and establishing the Department of Artificial Intelligence and other departments within the Digital Transformation Office are important steps to be at the forefront of the artificial intelligence world. This study aims to make a comparative analysis of the path taken by the USA, which is a pioneer in artificial intelligence studies, in public administration with the s-government approach, and the path taken by Turkiye, which has taken domestic and national steps in information technology, in the field of public administration within the scope of sgovernment approach. Additionally, it seeks to provide suggestions to improve the use of artificial intelligence to become an s-governmentleading country. © 2025 Nova Science Publishers, Inc. All rights reserved.

Enhancing Finswimming Technique: A Revolutionary Bifins Training Model for Beginner Athletes

Finswimming is an engaging and specialized aquatic sport that demands a blend of strength, endurance, and technical precision. For novice athletes, acquiring the essential finswimming techniques is vital for their growth and long-term success in the sport. This study aims to investigate the effect of using a bifins training model specifically designed for beginner finswimmers on the improvement of their finswimming technique skills. The goal of this study was to evaluate the impact of a finswimming bifins training model on enhancing the technique skills of beginner finswimmers. Conducted at the Universitas Negeri Jakarta Diving Club, HS Agung in East Jakarta, the research involved 40 athletes, divided equally into an experimental group and a control group. The study aimed to assess the effectiveness of the training model by comparing the performance improvements between the two groups. A pretest-posttest control group design was used for this pre-experimental research. Data analysis with SPSS showed a significance (2-tailed) value of 0.000, which is less than 0.05, a T-count of 23.933 with 38 degrees of freedom, and a T-table value of 2.02439. These results demonstrated that the experimental group experienced a significantly greater improvement in finswimming technique skills compared to the control group. Thus, the finswimming bifins training model was found to significantly enhance technique skills for beginners. However, the study’s limitation is that it focused exclusively on this specific training model. © 2024, Pan - European University Apeiron. All rights reserved.
