In this article, based on the sources and researches related with the quality standards, it is aimed at
describing the importance of quality standards in teacher training. Thus, in this article, firstly the necessity of
developing standards, the steps of developing these standards in teacher training, current studies in the USA,
England, and Turkey, secondly the relationship between goals, accreditation and quality teacher training and
lastly the aim and benefits of developing standards in teacher training are described. As a result, since
developing standards in Teacher Training means quality assurance, quality standards are used to accredit the
productivity of an educational program which prepares candidate teacher for becoming teacher.; Bu makalede, konuyla ilgili alanyazında yer alan araştırma ve kaynaklara dayalı olarak öğretmen eğitiminde
kalite standartlarının gerekliliğinin ve öneminin betimlenmesi amaçlanmıştır. Bu amaç kapsamında makalede,
önce öğretmen eğitiminde program standartları geliştirmenin gerekliliği ve önemi sonra ABD, İngiltere ve
Türkiye’deki öğretmen eğitiminde program standartları geliştirme çalışmaları incelenmiştir. Daha sonra
öğretmen eğitiminde standart geliştirmenin çeşitleri ve aşamaları ve öğretmen eğitiminde program
standartları, akreditasyon ve kalite ilişkisi araştırılmıştır. Son olarak da öğretmen eğitiminde program
standartları geliştirmenin amaç ve yararları açıklanmıştır. Sonuç olarak, öğretmen adaylarını öğretmenlik
mesleğine hazırlayan eğitim programlarına ilişkin program standartlarının geliştirilmesi, kalite güvencesi ve
akreditasyona temel oluşturarak kurumların kalite ve verimliliğini artırmaktadır.

Öğretmen yetiştirme, yükseköğretimin diğer sorunlarından ayrı bir konu ve sorunlar alanı değildir.
Türkiye’de öğretmen yetiştirme işlevinin 1980’lerin başında üniversitelere devredilmesiyle birlikte var olan
bazı sorunlar çözülmek istenmiş, ancak bu defa da başka sorunlar ortaya çıkmıştır. Eğitim fakültelerinin
yakın geçmişte çok tercih edilen fakülteler arasında yer alması, meslek adına övünç verici bir durum olup
mesleğin itibarının da yükselmesini sağlamış, ancak 2009-2010 öğretim yılından itibaren, 1970’li yıllara
yeniden dönülerek fen edebiyat fakültelerinde lisans programları içinde yeniden öğretmenlik meslek bilgisi
derslerinin de yer almasına Yükseköğretim Kurulu’nca kapı aralanması, meslek adına bugüne kadar elde
edilen olumlu kazanımların bir anda yok olması riskini gündeme getirmiştir. Birçok ülkede diğer
yükseköğretim programlarında olduğu gibi öğretmen yetiştirme program ve uygulamalarında, öğrenme ve
öğretme süreçlerinde, öğretmen rollerinde, bir paradigma değişimi gündeme gelmektedir. Yakın zamanlarda
yorumlamacı paradigma ve eleştirel teori odaklı yaklaşımlar, eğitim, okul ve öğretmenliğe ilişkin yeni bakış
açılarının gelişmesini sağlamıştır. Daha yakın zamanlarda ise okulun ve öğrenme sürecinin yeniden
yapılandırılması, öğrenci ve öğretmen rollerinin, okul liderliğinin ve öğretmenliğin yeniden tanımlanması gibi
konular gündeme gelmiştir. Bu makalede, öğretmen yetiştirme konusunda gelişmiş ülkelerde “öğretmen
standartları” kapsamında gündeme gelen bazı konular özetlendikten sonra Türkiye’de öğretmen yetiştirme
konusuyla ilgili güncel tartışma ve sorunlar, öğretmenlikle ilgili yeterlilikler ve standartlar bağlamında ele
alınmıştır.; Teacher training is an issue or a problem since the field is not isolated from the general problems of higher
education. After the duty of teacher training was assigned to universities in the early 1980s, some persistent
problems were also transferred to the higher education remaining to be resolved. Moreover, new problems
also emerged. Faculties of education in Turkey recently have become one of the most preferred faculties,
which is good news because this development implied an improvement in the status of the teaching profession.
But as of 2009-2010 academic year, like in the 70s, Higher Education Institution readopted the former
practice which allowed Science & Arts faculties to train teachers in undergraduate programs. Thus, there
emerges the risk of reversal from positive developments achieved in favor of the teaching profession so far. In
many countries, a change in paradigm is on the agenda in terms of the teacher training programs and
practices, the learning and teaching processes, and the roles of teachers. Recent approaches based on
interpretive paradigm and critical theory have introduced new perspectives related to education, school, and
teaching. In the next decades, some issues have to be redefined such as restructuring the school and the
learning process, student and teacher roles, and school leadership and teaching. In this article, teacher
education in developed countries has been reviewed in the context of “teacher standards" which have been a
current issue before the policy makers and other stakeholders. Moreover, recent discussions and problems
were reviewed in the light of teacher competencies and standards.

Two main types of teaching styles can be distinguished: a traditional teacher-centred style focussing on
transfer of knowledge by teachers, and a more student-centred and innovative teaching style aiming at
construction of knowledge by students. The main emphasis on the use of ICT in secondary education is on
transfer of knowledge. Some authors point at teacher training not being able to sufficiently prepare future
teachers for them to incorporate ICT in their teaching. In the present study, teaching styles of teacher
educators, both without and with the use of ICT, have been studied by means of a web survey. Participants
were 262 teacher educators from 12 teacher training institutes in the Netherlands. The study showed that,
when using ICT, there is more emphasis on knowledge construction, as compared to knowledge transfer.
Several variables have been identified that are linked to the teacher educators’ teaching styles, including
teacher educators’ views on modelling learning environments and on their students’ abilities at autonomous
and co-operative learning, the self-assessment of their competencies in using ICT as a pedagogical aid,
subject area, and the encouragement by management to use ICT in education.

While being a teacher-educator is a complex task, the mode to train teacher-educators is yet unclear.
This question is even more relevant because education colleges thriving for academic accreditation
recruit PhDs with no field experience. The present study examines students and faculty perceptions
on the strengths and weaknesses of the learning process of student-teachers. Using qualitative
research tools we found that developing a professional identity is not seen by most of the disciplineoriented
lecturers as part of their role, and they also do not know how to perform it. The results
emphasize the importance of an appropriate balance between the theoretical foundation and
practical learning in order to provide novice teachers with the mental flexibility enabling them to act
correctly and productively in complex situations that arise in the act of teaching. Further, the study
offers guidelines for teacher-educators' professional training.
