Kobilerin avrupa birliği uyum sürecinde çevre yönetimi bağlamında yükümlülükleri ve Malatya organize sanayi bölgesinde uygulama

Abstract

Bu çalısmanın amacı, Malatya'da faaliyet gösteren KOB'lerin AB ile uyum sürecinde ?çevre yönetimi? konusunda mevcut durumları ve gelecege dönük olarak konuya bakıs açılarını tespit etmektir. Çevreye duyarlı yönetim, ekolojik çevreyi karar alma süreçlerinde önemli bir unsur olarak dikkate alan, faaliyetlerinde çevreye verilen zararı minimuma indirmeyi veya tamamen ortadan kaldırmayı amaç edinen, bu çerçevede ürünlerinin tasarımını, paketlemesini ve üretim süreçlerini degistiren, ekolojik çevrenin korunması felsefesini isletme kültürüne yerlestirmek için çabalayan, sosyal sorumluluk kapsamında topluma karsı görevlerini yerine getiren isletmelerin benimsedigi bir anlayıstır. Bu dogrultuda ilgili isletmelerin mevcut durumunu ve gelecege yönelik düsüncelerini tespit etmek için hazırlanan anket formu ilgili sahadaki isletme üst düzey yöneticilerine uygulanmıstır. Anket yöntemi ile elde edilmis olan veriler bilgisayar ortamında ?SPSS 11.0 for Windows (Statistical Package for Social Sciences)? sosyal bilimler için istatistik paket programı kullanılarak analiz edilmistir. Analiz sonuçları ?Arastırma kapsamındaki firmaların çevre duyarlılıgının, AB müktesebatında aranan standartlardan uzak oldugu ve çevre yönetimi sistemi açısından hazır olmadıkları? denencemizi dogrulamıstır. Ancak isletmelerin, özellikle gelecege yönelik olarak bu standartlara ulasma konusunda istek ve bilinç düzeyleri ümit vericidir. Ayrıca temiz üretim, temiz bir çevre, daha saglıklı bir toplum için hükümetlere ve uluslararası kuruluslara düsen görevler yanında, mikro düzeyde isletmelerin ve tüketicilerin de ekolojik dengenin devamlılıgını saglamak konusunda kendi rollerinin bilincine varmaları önemli bir gerekliliktir.

The purpose of this study is to determine the current situations and their projections about ?Environment Management? within the scope of adaptation process to EU, of the SME?s which are located in Malatya. Environment-sensitive management is a comprehension, which takes into account the ecological environment as an important subject in the decision making processes, which aims to minimize or wholly stop the harms that have been made to the environment, and within this scope, changing the designing and packaging of the products, and the production processes. It is also a comprehension which tries to put the philosophy of the environment?s protection into the company cultures, and it is a thought believed by companies which fulfill their activities within the social responsibility frame. The survey which is prepared to determine the companies? current situations and their projections is applied to the top managers in the related field. The data come out from the surveys are analyzed using ?SPSS 11.0 for Windows (Statistical Package for Social Sciences)? package program. The analysis results verified our hypothesis about the companies environmental sensitiveness? being away from EU?s standards which is needed to be complied and their being not properly prepared within the frame of environment management system. Although, the companies? motivation and awareness in attaining these standards especially through the future are giving hope. Moreover, it is a necessity that micro enterprises and consumers be aware of their roles in sustainability of the ecological balance along with the duties for governments and international organizations for an environment friendly production, clean environment, and a healthier society.
