16 nisan 2017 anayasa değişikliği referandum sürecinin ulusal basındaki haber çerçevelenmesi üzerine bir çalışma

Abstract

Türkiye’de 16 Nisan 2017 tarihinde gerçekleştirilen referandum ile seçmenler mevcut Türkiye Anayasası’nın 18 maddesi üzerindeki değişikliklerini oylamak üzere sandığa gitmiştir. Referandumdan ‘evet’ oyu çıkması halinde yürürlüğe girecek değişiklik paketinde, parlamenter sistemin kaldırılarak yerine başkanlık sisteminin getirilmesi, başbakanlık makamının ortadan kaldırılması ve Hâkimler ve Savcılar Yüksek Kurulunun (HSYK) yapısında değişiklikler öneren bir dizi öneri yer almış ve öneri 16 Nisan 2017’de yapılan referandum sonucunda %51,4 evet oyuyla kabul edilmiştir. Türkiye siyasal yaşamını 1990’lardan itibaren zaman zaman meşgul eden ve AK Parti’nin iktidar olduğu yıllarda yoğunlaşan ‘Başkanlık Sistemi’ tartışmalarının sonuçlandığı bir süreç olarak 16 Nisan 2017 referandumu, tüm Türkiye’yi yakından etkilemiş ve kamuoyunun gündemini uzun süre meşgul etmiştir. Kamuoyunun yakından ilgilendiği anayasa değişikliğini içeren referandumunun Türkiye ulusal basınında hangi sıklıkla ve nasıl çerçevelendiği basının referanduma yaklaşımını ortaya çıkarmak açısından önem arz etmektedir. Dolayısıyla bu çalışmanın amacı 16 Nisan 2017 Anayasa değişikliği halkoylamasında gazete haberlerinin nasıl çerçevelendikleri ve bu çerçevelerin oluşmasını sağlayan gazetelerin hangi siyasi inanç ve politikalara destek kazandırdığını araştırmaktır. 10-15 Nisan 2017 tarihleri arasında altı ulusal gazetenin incelendiği çalışmada birinci sayfalar analiz edilmiştir. Çalışmanın amacına uygun olarak “haber çerçeveleme” yöntemi kullanılmıştır.

With the referendum which took place on 16th April 2017, voters went to the polls to vote the modifications on the 18th provision of Turkey’s existing constitution. In case of a possible “yes” result, with the modification package coming into effect, some suggestions were given such as adopting presidential government instead of parliamentary system, abolishment of prime minister position and changes in the structure of High Council of Judges and Prosecutors (HCJP) and as a result of the referendum on 16th April 2017 it was accepted with %51,4 “yes” votes. As remaining on agenda in Turkish political life since the1990s and being a process concluding the arguments of “Presidential System” that centered upon the years of JDP (Justice and Development Party) government, the referendum on 16th April 217 has closely influenced Turkey and occupied the public agenda. How and how often Turkish press frames the referendum containing constitutional modification that public was closely interested in, has importance in order to find out the attitude of the press. Therefore, the aim of this study is to research how newspaper news was framed on16th April 2017 constitutional modification and which beliefs and politics gained support with these frames made by newspapers. In the study examining six national newspapers published between 10-15 April 2017, front pages have been analyzed. In accordance with the aim of the study, “news framing” method is used.
