Özet
Kamu görevlilerinin faaliyetlerindeki verimlilik ve etkililik göstergelerinin izlenmesi ve değerlendirilmesinde, özel kuruluşlarda olduğu gibi, bireysel performans ölçümünün kullanılmasına yönelik olarak son yıllarda çeşitli çalışmalar yapılmaktadır. Bu noktadan hareketle yapılan bu araştırmanın temel problematiği, “Kamu kurumlarında bireysel performans gerçekçi biçimde nasıl ölçülebilir?” sorunsalıdır. Bu problematiğe dayalı olarak üretilen hipotez, “kamu kurumlarında çalışanların performanslarının ölçümü ile etkililiğin ve verimliliğin artırılabileceği” iddiasıdır.
“Kamu Kurumlarında Bireysel Performans Ölçümü” konulu bu çalışmada, bireysel performans ölçümüne yönelik çalışmaların gerekçeleri, uygulanma yöntemleri ve elde edilen sonuçların değerlendirilmesi amaçlanmaktadır. Kavramlar ortaya konulmadan önce konuyla ilgili yabancı ve yerli kaynaklar taranmış, araştırmada dolaylı araştırma yöntemleri (içerik ve ikincil veri analizi) kullanılmıştır.
Sonuç olarak, bireysel performans ölçümünün Türkiye’de kamu görevlilerinin istihdamından çalışma koşullarına ve iş güvencesine kadar köklü değişikliklere yol açması beklenmektedir. Çalışmada, bu yaklaşımın Türkiye’deki olası sonuçlar ve etkiler değerlendirildikten sonra konuyla ilgili öneri ve eleştirilerde bulunulmaktadır
Abstract
In order to use the measurement of individual performance to monitor and evaluate of indicators of efficiency and effectiveness of public officials' activities, as well as private organization, several studies are conducted in recent years. From this point, the basic problematic of this study is the question of "how to realistically measure the individual performance of public institutions?". The hypothesis that produced on the basis of this problematic, with the measurement of employees performance in public institutions is that the effectiveness and efficiency be increased.
In this study, that themed “Individual Performance Measurement", it is aimed to be addressed the reasons of the studies on individual performance measurement and application methods, to evaluate of results to be obtained. Before the concepts are revealed, foreign and domestic sources over the subject were scanned and analytical and descriptive research methods were used.
As a result, individual performance measurement is expected to lead to fundamental changes from employment of public employees up to working conditions and job security in Turkish public sector. In this study, after the possible effects and the results of this approach in Turkey were evaluated, criticism and suggestions over the subject were made.
