The budget includes revenues and expenditures of the state, as the quality and quantity can vary over time. In 2007, the U.S. sub-prime mortgage repayment difficulties in relating to begin with and the global crisis affecting the world economy, economic policies and thus has led to changes in the understanding of public finance of countries. The global crisis, has led to contraction in aggregate demand, decline at growth rate,rise in the real interest rates public debt,decline in the capacity utilization rate and increase in the unemployment rate. These negative developments has led to negative affects of tax revenues that make up the bulk of the budget income. The increasing of unemployment has led to a decrease in income tax, the contractioning at real sector has led to reduction in corporate tax, the economy decreasing trend in consumption has led to the fall in indirect taxes. In this study, decreases in tax revenues with the effects of global crisis, in which the item is and how it affects the economy decreases will be discussed.
Devletin gelir ve giderlerini kapsayan bütçe, zamanla nitelik ve nicelik itibariyle değişim göstermektedir. Devletin ekonomi içindeki yeri ve önemi, kamu maliyesinin de yeri ve önemini etkilemektedir. İzlenilen ekonomi politikası ile ulusal veya uluslar arası düzeyde yaşanan ekonomik krizler, kamu maliyesinin boyutunu önemli ölçüde değiştirmektedir. 1929 Büyük Buhranı, devletin ve kamu maliyesinin süregelen fonksiyonlarını değiştirmiştir. ABD‟de 2007 yılında sub-prime konut kredilerine ilişkin geri ödemede karşılaşılan güçlüklerle başlayan ve dünya ekonomisini etkileyen Küresel Kriz, ülkelerin ekonomi politikaları ve dolayısıyla kamu maliyesi anlayışında değişikliklere neden olmuştur. Küresel Kriz, toplam talepte daralmaya, büyüme hızında düşmeye, reel kamu borç faizlerinde yükselmeye, kapasite kullanım oranlarında azalmaya, işsizlik oranlarında artışa neden olmuştur. Bu olumsuz gelişmeler bütçe gelirlerinin büyük bölümünü oluşturan vergi gelirleri üzerinde de olumsuz etkilere neden olmuştur. İşsizliğin artması gelir vergisinde azalmaya, reel kesimdeki daralma kurumlar vergisinde azalmaya, ekonomide tüketimdeki azalma eğilimi ise dolaylı vergilerde düşmeye neden olmuştur. Bu çalışmada Küresel Krizin etkisiyle vergi gelirlerindeki azalışların hangi kalemlerde olduğu ve bu azalışların ekonomiyi nasıl etkilediği irdelenecektir.
