Küresel krizler türkiye‟nin küresel sisteme eklemlenmesinin bir aracı mıdır?

Abstract

Osmanlı‟dan borçlu bir hazine devralan Cumhuriyet‟in, ekonomi politikası Osmanlı‟dan alınan dersle, “bağımsızlık” ve “kendine yeterlik” temeline oturtulmuştur. Sosyalist ekonomi ile serbest piyasa ekonomisinin sentezine dayalı, devlet desteği ve denetiminde özel sektörün geliştirilmesini öngören bu model, “Atatürk Modeli” olarak tanımlanabilir. Atatürk Modeli‟nin uygulandığı dönemde patlak veren 1929 Dünya Ekonomik Krizi‟nin etkileri, ulusal ekonomi sayesinde görece daha az hissedilerek atlatılabilmiştir. II. Dünya Savaşı‟ndan sonra, Doğu Bloku karşısında Batı Dünyası‟na eklemlenme çabasına giren Türkiye, liberalizmin Truva atlarını ekonomisine dahil etmiş, ABD‟den alınan yardımlar, IMF ve DB ile yapılan kredi anlaşmaları ekonominin kapitalist öğelerini belirginleştirirken, Gümrük Birliği Anlaşması sisteme teslim oluşu somutlaştırmıştır. 1990‟lı yıllarda öne çıkan neoliberalizm ve onun ekonomi dışındaki alanlarda da yaygınlığını ifade eden küreselleşme, gelişmekte olan diğer ülkeler gibi Türkiye‟de de devletin ekonomiden çekilmesini zorunluluk olarak göstermiştir. Bu dönemlere denk gelen 1987, 1992, 1994, 1997, 1998, 1999, 2001, 2002, 2003 ve 2007 krizleri bütün dünyayı etkilemiş, Türkiye bu krizlerden çıkış yolunu neoliberal politikalarla bulmaya çalışmıştır. Bu araştırmada, “Atatürk dönemi” ile “neoliberal” dönemin uluslararası krizlerle baş etme yolları üzerinde durulmuş ve uygulanan politikaların, son dönem açısından, küresel sisteme dahil olmada oynadığı rol tartışılmıştır.

The economy policies of the Republic, which has taken over accounts payable from the Ottoman, have been localized on the basis of “independence” and “self-sufficiency” by the lessons taken by the Ottoman. This model, leaning upon the synthesis of socialist economy and free market economy, and foreseeing the development of private sector in the supervision, can be defined as “Ataturk model”. The effects of the 1929 World Economic Crisis, which broke out while Ataturk Model was being applied, were overcome thanks to national economy with less influence. After World War II, Turkey, making an effort to join in the Western World against the East Bloc, has included the Troy horses of the liberalism to its economy and with the aids taken from the USA, the credit bargains with IMF and DB, have crystallized the capitalist elements of the economy and embodied the commitment to the Customs Union Treaty. Neoliberalism sticking out in 1990s and the globalization which means its prevalence in the other areas outside economy, showed as compulsory that the state had to draw away from the economy like Turkey as a developing country. 1987, 1992, 1994, 1997, 1998, 1999, 2001, 2002, 2003 and 2007 crises, which came upon this period, affected the whole world, Turkey tried to find escape ways from these crises with the neoliberal policies. In this study, “Ataturk period” and “neoliberal” period will be asserted in terms of the ways of coping with the international crises and the policies being applied will be discussed as accrediting to the global system.
