İl merkez ilçe belediyelerinin stratejik planlarında spor

Abstract

Bu çalışmanın amacı, mahalli düzeyde çok sayıda görev ve sorumlulukları olan il merkez ilçe belediyelerinin stratejik planlarında, sporla ilgili görev ve sorumluluklarını tespit etmek ve değerlendirmektir. Böylece belediyelerde eksik olduğu düşünülen sportif hizmetlerin standart ve makul bir hizmet anlayışı içinde uygulamaya geçirilmesine katkı sağlamaktır. Araştırmada nitel araştırma yöntemlerinden doküman analizi tekniği kullanılmıştır. Araştırmanın evreni, büyük şehir belediyesi statüsünde olmayan 51 il merkez ilçe belediyesidir. Örneklem ise tesadüfi olarak 6 farklı bölgeden belirlenen 6 il merkez ilçe belediyesi ve bu belediyelerin 2015 – 2019 stratejik planlarında yer verilen spor faaliyetleridir. Veriler her belediyenin resmi web sayfasında bulunan ve tam metin olarak yazılı olan 2015 – 2019 stratejik planlarından elde edilmiştir. Veriler performans sporları, rekreaktif faaliyetler ve sosyal kültürel faaliyetler olarak üç ana konuda ele alınmış ve aslına uygun şekilde özetlenerek yazılmıştır. Buna göre belediyelerin kanunla düzenlenen görev ve sorumlulukları yanında, gerek duyduklarında uygulayacakları benzer ve farklı görev ve sorumluluklar da tespit edilmiştir. Sonuç olarak belediyeler stratejik planlarında sporla ilgili mevzuatta yer vermek zorunda oldukları görevleri yanında, performansa dayalı, rekreaktif, sosyal ve kültürel farklı konulara da yer vermişler ancak, sporu ağırlıklı olarak şehrin tanıtımında önemli ve etkili bir araç olarak görmüşlerdir. The aim of this study is to determine and evaluate the sports related duties and responsibilities of provincial central district municipalities that have numerous duties and responsibilities at the local level in their strategic plans. Thus, the aim is to contribute to the implementation of sports services in a reasonable standard of service, which are considered to be incomplete in the municipalities. In this study, document analysis technique is used as one of the qualitative research methods. The scope of the study is 51 provincial central district municipalities which do not have the status of big city municipality. The sample contains 6 provincial central district municipalities randomly selected from 6 different regions and sports activities included in their 2015 - 2019 strategic plans. The data have been obtained from each municipality’s 2015 - 2019 strategic plans, which are available in full text on the official websites. The data are summarized in accordance with the original and handled in three main topics as performance sports, recreative activities and social cultural activities. Accordingly, besides the duties and responsibilities of municipalities regulated by law, similar and different tasks and responsibilities that they will implement when they are needed have been determined. In conclusion, municipalities included in their strategic plans, performance-based, recreative, social and cultural issues along with their duties related to sports legislation, but they have also considered sports as an important and effective tool in the promotion of the city.
