Türkiye ve Başkanlık sistemi

Abstract

Türkiye‟de son zamanlarda başkanlık sistemi hakkında yoğun tartışmalar olmaktadır. Başkanlık sisteminin lehinde ve aleyhinde fikirler ileri sürülmektedir. Demokratik bir sistem olan başkanlık sistemi ile siyasal sistemdeki tıkanıklıkların giderilebileceği ifade edilmektedir. Türk toplum yapısına uygun hükümet sisteminin doğru tespiti siyasal sistemin düzgün çalınmasını sağlayacaktır. Siyasal sistemde meydana gelen tıkanıklıkların doğru teşhisi bizi doğru tedbirlerin alınmasına götürecektir. Başkanlık sistemi kesin ve sert kuvvetler ayrılığına dayanan demokratik bir sistemdir. Bir ülkede farklı bir sisteme geçmek zor olmaktadır. Ancak demokratik sistem tercihi konusunda ise aynı zorluğun yaşanmaması gerekir. Çünkü bir demokratik sistemden başka bir demokratik sisteme geçiş söz konusu olmaktadır. Türkiye açısından konunun çok iyi bir Şekilde tartışılması ve değerlendirilmesi gerekmektedir.

In Turkey, There have been immense discussions on presidentialy system lately. Ideas favouring and against presidential system have been put forward. It is stated that with the presidential system, which is a democratic system, the blockages of the political system can be opened. The determination of the right governmental system suitable for Turkish society will enable political system to work properly. Acurrate diagnosis of the blockages occuring democratic system will lead us to taking right precautions. Presidential system is a democratic system which is based on certain and severe seperation of powers. In any country, it is difficult to pass to a different different system. However, it is not necessary to experience such a difficulty about the preferance of a democratic system because it is a matter of transition to another democratic system from a democratic system. From the stand point of Turkey, the subject must be discussed and evaluated broadly.
