Tanzimat’tan Cumhuriyete Osmanlı’da mülki idare

Abstract

Bu çalışmada, Tanzimat’ın ilanından itibaren Osmanlının mülki idare sisteminde meydana gelen değişimler, tarihsel süreç içerisinde ve hukuki düzenlemeler ekseninde ele alınmıştır. Çalışmanın amacı, bu dönemde, mülki idare sisteminde köklü (radikal) reformların yapılmadığını, gelişmenin ve değişmenin daha çok adım adım gerçekleştirildiğini göstermektir. Tanzimat öncesinde olduğu gibi, Tanzimat sonrasında da, kötü işleyen taşra yönetimini etkin hale getirmek için, gerek iç dinamiklerin etkisiyle gerekse Avrupalı devletlerin telkin ve baskılarıyla reformlar yapılmıştır. Bu reformların hiçbirisi Osmanlının taşra yönetimine işlerlik kazandırmamış, ortaya konulan her yeni uygulama başka sorunların doğmasına yol açmıştır. Türkiye Cumhuriyetine miras kalan ve bugüne taşınan mülki idare sisteminin altında da, bir kısır döngü içerisinde cereyan eden ve kısa aralıklarla ortaya konulan eklemeci (incrementalist) düzenlemelerin olduğu söylenebilir.

In this study, the changes that came up in the Ottoman civil administration as from proclamation of the tanzimat are discussed within the historical process and by considering the legal arrangements. The purpose of study is to indicate that no radical reforms were introduced in the civil administration during this period, but reforms and developments were incrementally put into practice. As it was before the Tanzimat period, also after the Tanzimat some reforms were introduced to amend the badly-functioning field service due to both internal dynamics and suggestion and pressure of the major European states. None of those reforms became successful to amend the Ottoman field service, each new implementation resulted in the emergence of new problems. It can be put forward that this civil administration system inherited by the Turkish republic and in service today is the result of those incrementalist arrangements functioning in a vicious circle and executed for short terms.
