Neoliberal akımların yarattıgı ılımlı ortam ile Türk Bankacılık Kesimine yabancı ilgisi artmıs olmasına ragmen, 2001 krizine kadar ülkemizde yabancı bankacılıgın önemli boyutlara ulasmadıgı görülmektedir. Bu krizle birlikte piyasadegerinin çok altına inen Türk Bankaları; yabancı sermayeyi tesvik edici yasal düzenlemeler ve ülkemizin sundugu kâr olanakları nedeniyle, hızla yabancılar tarafından satın alınmıslardır.Finansal serbestlesme gerekçesiyle, devletin düzenleyici gücünün ekonomiden tamamen soyutlanması, geriye sadece özel sermayenin kâr istahını bırakmıstır. Bankacılık kesimi, tüm ekonomiyi yönlendirebilecek ve etkileyebilecek bir güce sahiptir. Bu gücün sadece ekonomik gayeler ile yabancılara devri, ilerde geri dönülemez hatalara neden olabilir.Bankacılık sektöründe yabancı tekeller kadar yerli tekellerde istenmeyen bir durumdur. Bu nedenle sermayenin tabana yayılması ilkesi, bankacılık kesiminin ana ilkesi olmalıdır.ABD ve ngiltere gibi neoliberalizmin ortaya çıktıgı ülkeler bile artık devletin ekonomiden tamamen uzaklasmasının hata olacagını kabul etmektedirler.Yasanan küresel tutsat krizi, bu ülkelerin bankacılık kesimlerini tekrar gözden geçirmelerine neden olmustur. Alınan önlemler ise devletin bankacılıkta daha çok söz sahibi olmasını öngörmektedir.
Despite the increase of foreign interest in Turkish Banking Sector with the climate of neoliberal movement, it has been seen that the foreign banking hadnt been reach significant scales until 2001 Crises. With this crises, Turkish Banking which lost their actual market values, were bought by the foreigners because of the incentive legal regulations and profit oppurtunity that our country presents.The complete isolation of the regulatory power of the state because of financial liberalization, remains only the profit desire of the private sector.Banking sector has the ability of guiding and affecting the whole economy.Handing over this ability to the foreigners just for economic purposes may result in irreversable mistakes in the future.Neither foreign monopoly nor domestic monopoly is not desired situation in banking sector, because of this the main principle of banking sector should be spreading out capital to the floor.Even the countries like USA and UK from which the neoliberalism emerged, accept that the complete retreat of the state from market is a mistake.The present mortgage crises causes a need of revision in banking sector in these countries. The precautions taken, aim to increase share of the state in banking sector.
