Günümüzde birçok kamu kurumunun kamu hizmetlerini yerine getirirken, vatandaşın beklentilerini karşılamada etkililik ve verimlilikten oldukça uzak oldukları görülmektedir. Bu anlamda özellikle son yıllarda artan kamu harcamaları sebebiyle kamu kesiminde şeffaflık, hesap verebilirlik, etkililik ve verimlilik gibi kavramlar ön plana çıkmıştır. Kamudaki büyümeye paralel olarak, kamunun artan harcamaları kamusal kaynakların etkili ve verimli kullanılıp kullanılmadığı sorununu ön plana çıkarmıştır. Dolayısıyla kamusal kaynakların kullanımında ve dağılımında etkililik ve verimliliği sağlayacak yöntem arayışlarına gidilmiştir. İşte bu noktada performans yönetimi ve bunun bir aracı olan performans ölçümü önem kazanmıştır. Performans yönetimi ve daha özel bir ifadeyle performans ölçümü ile asıl ulaşılmak istenilen, kamu kurumlarının hizmetlerini etkili bir şekilde yerine getirip getirmediklerinin sorgulanmasıdır. Performans ölçümü, kamu kurumlarını mevcut durumları ile ilgili bilgi sahibi kılarken; aynı zamanda stratejik planlarındaki amaçlarına ne ölçüde ulaştıklarını görmelerine de yardımcı olmaktadır. Performans ölçüm yöntemleri ilk olarak özel sektör tarafından kullanılmakla birlikte 1990?lı yıllardan sonra kamu kesiminde de kullanılmaya başlanmıştır. Bunda da kamusal kaynakların etkili kullanımına yönelik çabalar tetikleyici olmuştur. Konuya bu açıdan bakıldığında, bir kamu idaresi olan belediyelerde performans yönetiminin uygulamaya konulmasının çok da uzun bir geçmişinin olmadığı görülmektedir. Ayrıca bu konuda yapılan çalışmalar da oldukça yetersizdir. Bu gerçeğin yanı sıra belediyelerde çok sayıda iş ve işlemin olması, birçok alanda hizmet verilmesi, farklı personel rejimleri ve mevzuat karmaşası gibi unsurlar da belediyelerde performans yönetimi uygulamasını güçleştirmektedir. Bu çalışmada Kaplan ve Norton tarafından ortaya konulan ve geliştirilen Balanced Scorecard olarak da bilinen kurumsal karne modeli üzerinden performans yönetimi ve performans ölçümü anlatıldıktan sonra kurumsal karne modelinin Malatya Belediyesi?ndeki uygulama örneği anlatılmaktadır.

At this point, it is a tool for performance measurement and performance management has gained importance. Performance management, performance measurement and more specifically with the actual words to be achieved, fulfilled it from carriyingout an effective way to investigate the services of public institutions. Performance measurement, public institutions have information about the current situation means that while at the same time help them to be reached is to what extent the objectives of the strategic plans. Performance measurement methods are used for the first time by the private sector with the public sektor in the 1990s, has been used for many years. In this effort has been the trigger for the efficient use of public resources. The introduction of performance management in municipalities wit a public institution move here too there is no long history. Studies on this subject are guite inadequate. Having a large number of municipalities, as well as the business and operation of this fact, the field of activity to be many different factors, such as municipal staff performance management regimes and legislation makes it difficult to mess up. In this study put fort he Kaplan and Norton developed the Balanced Scorecard and out of the model known as the balanced scorecard performance management and performance measurement scorecard model after explaining the application example described in the Municipality of Malatya.
