Adalet ve kalkınma partisi’nin kadına ilişkin söylem ve politikalarına bakış: muhafazakâr demokratlıktan muhafazakârlığa doğru evrilişin izdüşümleri

Abstract

Bu çalışmada Adalet ve Kalkınma Partisi’nin kadına ilişkin söylem ve politikalarının irdelenmesi amaçlanmıştır. Çalışmada tarihsel ve betimsel araştırma yöntemlerinden yararlanılmıştır. Bu çerçevede öncelikle Adalet ve Kalkınma Partisi’nin siyasi serüveni ele alınmış daha sonra Adalet ve Kalkınma Partisi’nin kadına ilişkin söylem ve politikalarına Parti Program ve Tüzüğü üzerinden dönemler halinde değinilmiştir. Çalışma toplumsal cinsiyet bağlamında bir değerlendirme ve sonuç bölümü ile sonlandırılmıştır. Çalışmanın sonunda, Adalet ve Kalkınma Partisi tarafından kurulan hükümetler döneminde başta Avrupa Birliği üyeliği gözetilerek kadının insan hakları ve güvenliği, toplumsal statüsünün iyileştirilmesi, toplumsal cinsiyet eşitliği konusunda önemli yasal ve kurumsal düzenlemelerin yapıldığı; kamuoyunun kadın hakları konusunda bilinçlenmesine önemli katkıda bulunulduğu tespit edilmiştir. Ancak, Avrupa Birliği ile ilişkilerin rölantiye alındığı 61. Hükümet döneminde, toplumsal cinsiyet eşitliği konusunda kaydedilen kazanımlardan geri adım atılmaya başlandığı görülmüştür. Bu dönemde kadına geleneksel tarihsel roller olan annelik ve eş rollerini yakıştıran, güçlü aile vurgusuyla kadını aile ve evin içine yönlendiren muhafazakâr anlayışa dönüldüğü sonucuna erişilmiştir.

In this study, the purpose is examining the discourses and policies of the Justice and Development Party on women. The historical and descriptive study methods have been made use of in the study. Firstly, the political adventure of the Justice and Development Party has been examined. Then, the discourses and policies of the Justice and Development Party on women have been investigated over the Party Program and Party Codes within periods. The study is concluded within the context of an evaluation on gender mainstreaming and with a conclusion. It has been concluded in the end of the study that during the governments of the Justice and Development Party, important legal and institutional regulations were made on the safety and human rights of women, ensuring developments in their social status and gender equality, and great contributions were made to arouse a public opinion on women rights in the society by considering the European Union Membership process. However, during the 61st Government, in which the relations with European Union were suspended, it has been observed that the acquisitions on gender equality are slowly being lost and the steps are being taken backwards. During this period, it has been concluded that the conservative understanding has returned associating the roles of being mothers and wives to the women, which are the historical and traditional roles, and giving women the right to move in an area whose limits are set by men.
