Nil Nehri'nin hayat verdiği Mısır toprakları, ilk çağlardan bu yana ekonomik, kültürel ve üç kıtayı birbirine bağlayan ticaret yolları üzerindeki stratejik konumundan dolayı buralarda hâkimiyet kurmak isteyen devletlerin mücadelesine sahne olmuştu. Firavunlar Dönemi'nden itibaren sırasıyla Persler, daha sonra Roma-Bizans hâkimiyetine giren Mısır, ardından İslam Devletlerine ev sahipliği yapmıştır. Mısır, Sultan I. Selim döneminde 1517'de Osmanlı Devleti'nin hâkimiyetine girmiş ve bu yüzyıldan itibaren devletin en önemli eyaletlerinden biri haline gelmiştir. Mısır, ayrıca Osmanlı Devleti'nin ilk salyaneli eyaleti de olmuştur. Ancak bu eyalet merkezi otoriteden uzak olduğu için, eyaletin idaresi hususunda bazı güçlüklerle karşılaşılmıştı. Osmanlı Devleti, geleneklerine göre fethettiği ülkelerin eski nizamını gerekli düzenlemeleri yaptıktan sonra devam ettirmekteydi. Mısır için de aynı düzenlemeyi yapan Osmanlı, bunun yanında buranın uzaklığını da göz önüne alarak eski nizamını devam ettirmiştir. Osmanlı Devleti, Mısır'ı fethettikten sonra buraya İstanbul'dan valiler göndermiş; gerektiğinde kanunnameler de çıkarılarak Mısır'ı idare etmiştir. Osmanlı'dan önce buraya hâkim olan Memlükler, Osmanlının zayıf düştüğü dönemlerde kuvvet sahibi olup eski etkinliklerini tekrar ele geçirmişlerdir. Bununla beraber Mısır, III. Selim döneminde 1798'de Fransızlar ve ardından 1802'de İngilizlerin saldırılarına uğramıştır. 1805'te bölgeye vali olarak gönderilen Kavalalı Mehmed Ali Paşa, burada yönetimi ele geçirmiş ve Mısır onun yönetimi altında uzun süre kalmıştır.
Because of the economic, cultural reasons and its strategic location on the trade routes connecting the three continents, since the early ages, Egyptian lands had been the scene of the struggle of the states trying to dominate the region. From the Pharaohs Period onwards, after the Persian and Roman-Byzantine Empires sovereigntyrespectively, these lands went under the domination of Islamic States. Egypt went under the rule of the Ottoman Empire during the reign of Sultan Selim I. in 1517, and became one of the most important states of the Empire.Egypt was also the first tax-giving (saliyaneli) province of the Ottoman Empire.However, as the country was far from the Capital, some difficulties were encountered regarding the administration of the province.Ottoman Empire, according to its traditions, after the necessary arrangements had been made,maintained the old state and law order of any conquered country.Having made the same arrangements for Egypt, by taking into consideration the distance of its place, the Ottomans gave some privileges to the country's administration. After conquered byOttomans, the governors of the Egypt were sent from Istanbul and this Northern African Country were administrated according to the Turkish codes.The Mamluks, who ruled Egypt before the year of 1517, have regained their old dominanceover the weak periods of the Ottoman Empire.Egypt, however, was attacked by French in 1798 and by British navies in 1802. Both offensives were conducted during the reign of Sultan Selim III.Kavalalı Mehmed Ali Paşa, who was sent from Istanbul by Ottoman administration as governorof the State in 1805, took over the administration of Egypt and declared its independence. The country then was under his rule for a long time.
