Osmanlı İmparatorluğu'ndaki modernleşme hareketleri ile askerî alanda başlayan reformlar, yeni bir kuşak yaratmıştır. Batılı fikirlerden etkilenen ve Osmanlı İmparatorluğu'nu yaşamış olduğu çöküşten kurtarmak için siyasallaşan bu yeni kuşak, Türk siyasal hayatı boyunca tartışılacak olan bir alan yaratmıştır: sivil-asker ilişkileri. Sivil-asker ilişkileri çalışma alanının temel sorunsalı iki kelime ile sivil kontrol olarak ifade ediliyor olmasına rağmen, gelişmiş ülkelerden, gelişmekte olan ülkelere varıncaya dek tüm dünyada tartışma konusu olan bir sorunsaldır. Günümüzde özellikle Soğuk Savaş sonrası silahlı kuvvetlerin demokratik kontrolü şeklinde ifade edilen bu sorunsalın çözümü karmaşık ve bir o kadar da tartışmalıdır. Çünkü literatürde bu sorunsalın çözümüne yönelik geliştirilen teoriler ve kavramsallaştırmalar, sorunsala birbirlerinden farklı bir şekilde yaklaşmaktadır. Bu da bütüncül bir teorinin oluşturulup oluşturulamayacağı sorusunu gündeme getirmektedir. Bu manada bu çalışmanın varsayımlarından birisi, silahlı kuvvetlerin demokratik kontrolü için bütüncül bir teorinin olmadığıdır. Bu araştırmanın asıl konusu ise bütüncül bir sivil-asker ilişkileri teorisi olmadığından hareketle, Türkiye'de sivil-asker ilişkilerine ve silahlı kuvvetlerin demokratik kontrolüne etki eden faktörleri belirlemeye çalışmaktır. Sivil-asker ilişkileri literatürünün büyük bir çoğunluğu, sivil alan ve askerî alan ayrımı varsayımından hareketle bu ilişkiyi tanımlamaya çalışırken; bu çalışma sivil-asker ilişkilerini askerî alan, politik alan ve sosyal alanın karşılıklı etkileşimi sonucu oluşan bir ilişkiler ağı olarak tanımlamaktadır. Türkiye'deki sivil-asker ilişkilerine etki eden toplum, seçilmişler, askerin zihniyeti, tehdit ve uluslararası sistem faktörlerini inceleyen bu çalışma; bu faktörlerin tek tek incelenmesinin Türkiye'deki sivil-asker ilişkilerine yeterli bir açıklama getiremediğini ve bu faktörlerin bütüncül olarak ele alınmasıyla uzun vadede silahlı kuvvetlerin demokratik kontrolüne olumlu katkılar sağlanabileceği varsayımını sınamaktadır.
The reforms of military institutions that started with the modernization movements of the Ottoman Empire created a new generation. This new generation, who was influenced by Western ideas and politicized to rescue the Ottoman Empire from collapse, has created an area to be discussed during the Turkish political life: civil-military relations. Despite the fact that main problematic of civil-military relations' study field are expressed as civilian control with two words, it is a problematic issue that has been the subject of debate all over the world, from the developed countries to the developing countries. Today, expecially after the Cold War, the solution of this problematic that expressed as the democratic control of the armed forces is complex and so controversial. Because the theories and conceptualizations that developed for solving this problematic in the literature are approaching the problematic differently from each other. This brings on agenda the question whether a holistic theory can be bulit. In this sense one of the hypothesis of this research is that there is no holistic theory for democratic control of armed forces. Since it is not a holistic theory of civil-military relations, the main theme of this research is to try to determine the factors that affect the civil-military relations in Turkey and democratic control of armed forces. This research describe civil-military relations as a resultant network of interactions of military, political and social spheres, while the vast majority of literature on civil-military relations try to define this relationship by acting on hypothesis of civil sphere and military sphere division. This research, which examines the society, elected, military mentality, threat and international system factors affecting civil-military relations in Turkey, is testing the hypothesis that the examination of these factors alone does not provide a sufficient explanation for civil-military relations in Turkey, and the fact that these factors are taken as a holistic approach can lead to positive contribution to democratic control of the armed forces in the long term.
