Marshall planı, yeni ipek yolu projesi ve çin-abd rekabeti

Abstract

Yirminci Yüzyıl sonlarında Sovyetler Birliği’nin dağılması, Yirmi Birinci Yüzyılın ilk çeyreğinde yükselen Çin’in ekonomik ve siyasal olarak dünya sahnesinde daha fazla etkin olma ve rol alma isteği küresel dengeleri sarsıcı niteliktedir. Çin’in ekonomik yönden güçlenmesi ve bu gücü siyasal olarak tahkim etme çabaları eski İpek Yolu projesini yeniden hayata geçirmesini gündeme getirmiştir. Kapsamı ve retoriği açısından bu devasa projenin hayata geçirilmesi için de yatırım ve yardım projelerine olan gereklilik açıktır. Yatırım ve yardım projelerinin gerek planlanması gerek uygulanması gerekse de ortaya çıkaracağı olası ekonomik ve siyasal sonuçlar Amerika Birleşik Devletleri’nin 1947 yılında Avrupa’nın Batı’sında uyguladığı ve küresel egemenliği sağlaması ve sürdürmesinde önemli etkisi olan Marshall Planı’nın Yeni İpek Yolu ile karşılaştırılmasını da beraberinde getirmiştir Çünkü, Marshall Planı ile ABD Batı Avrupa üzerinde bir ekonomik ve siyasal nüfuz oluşturmuş olup; Çin, Yeni İpek Yolu Projesi ile aynı amacı gerçekleştirmek istemektedir. Bu çalışmada Marshall Planı ve altında yatan nedenler, küresel sonuçları ile Yeni İpek Yolu projesinin kapsamı, mevcut ve olası ekonomik ve siyasal sonuçları ele alınacak, günümüzün küresel gücü ABD ve yükselen güç Çin arasındaki rekabet açıklanmaya çalışılacaktır. The disintegration of the Soviet Union at the end of the twentieth century, rising in the first quarter of the twenty-first century, a rising China willing to take a more active role in the global stability as an economic and political power in the world scene were shocking. China's increasing her economic power and her efforts to politically consilidate this power have led to revival of the ancient Silk Road project. Investment and aid projects are crucial for the implementation of this prject which is gigantic both in tems of scope and rhetoric. The economic and political consequences of the planning and implementation of investment and aid projects necessitated a comparison of the Marshall Plan with the New Silk Road, which the United States imposed in 1947 in the West of Europe and which was an important influence in maintaining global sovereignty. In this work, Marshall Plan and its underlying causes, its global implications, the scope of the New Silk Road project, its current and possible economic and political consequences will be addressed and the competition between the global power of the US and the rising power of China will be tried to be explained.
