In this era, iltizam was the common system for collecting tax incomes and besides as a new system, the government put malikne into practice. These muqataas were working productively by incorporating low income groups. In this way, especially agricultural production and important sections of manufacturing and trading industry in provinces were become subjects for muqataas. This study was born from curiosity of methods which were used for specifying and managing low level income groups which create muqataas and it also focuses on a part of manufacturing and trading lives of local provinces.
