Avrupa birliği üyelik sürecinde türkiye’de istihdam sorunu

Abstract

Türkiye ile Avrupa Birliği ile arasındaki üyelik müzakerelerinde en sorunlu alanlardan biri kuşkusuz istihdam konusudur. Tam üyelik yolunda karşımıza çıkan engellerde, ülkemizin istihdam sorununu çözememesinin de etkisi bulunmaktadır. Sahip olduğu genç nüfusun eğitim olanaklarından yeterince yararlanamaması, eğitimli genç nüfusun ise kendi alanlarında iş bulamaması, hala işgücünün önemli bir bölümünün tarımda çalışması, artan işgücü oranında yeni istihdam alanları yaratılamaması, istihdam artışının büyümenin gerisinde kalması gibi nedenlerle ne yazık ki istihdam sorunu yapısal bir sorun olarak kalmaya devam etmektedir.2010 yılına kadar AB’nin istidam hedefi % 70 olarak belirlenmiş ve bu orana bugün bile bazı ülkeler ulaşmış bulunmaktadır. Türkiye’de ise istihdam oranı % 45’ler düzeyinde kalmaktadır. Kadın istihdam oranında da Türkiye AB ortalamasının çok altındadır. Tarım dışı alandaki istihdam artışı, çalışma çağındaki nüfus artışının çok altında kalmakta ve istenilen istihdam artışı bir türlü gerçekleştirilememektedir. Son yıllarda sağlanan yüksek büyüme rakamlarına rağmen istihdamda beklenen gelişme yaşanmadığından işsizlik oranı da %10 düzeylerinde seyretmeye devam etmektedir. Türkiye AB üyelik sürecinde; işgücüne katılım oranını, kadın istihdam oranını, hizmetler sektörünün istihdamdaki payını, toplam istihdam içinde ücretlilerin payını yükseltecek ve tarımın istihdamdaki payını düşürecek politikalar geliştirmelidir. Aksi halde AB’nin istihdam hedeflerinden daha da uzaklaşacak ve müzakereler sırasında da istihdam, en sorunlu alanlardan biri olmaya devam edecektir.

Employment is one of the most important chapters at the negotiation for membership between Turkey and European Union (EU). It is an important factor with strong implications on Turkey’s membership process. Unfortunately, the question of employment is an important structural problem for Turkey due to the given facts: First of all, most part of the young population is still uneducated or lacks the opportunity for sufficient education facilities. On the other hand, many of the educated young people are not employed in jobs related to their field of education. Moreover, around 30-35 percent of Turkish population still lives in villages and is employed in the agricultural sector. Furthermore, the increase in the rate of employment often lags behind that of growth with the inability to create new areas of employment. Compared to the related figures in EU, the problem becomes more obvious for Turkey. While the target rate of employment is 70% in EU member countries by the year 2010, the present level of employment is around 45%, which means the target is too far to be reached by Turkey by the given date with the fact that Turkish population is still increasing around 2% every year. In addition, the rate of women employment in Turkey is less than that in EU countries. However, regarding the rate of unemployment, Turkey has a more similar rate to that of EU average. In the light of the given facts and figures, it is obvious that Turkey has a long list of tasks to be done in the field of employment in the membership process. The most important ones in this list include increasing the rates of participation to employment, of women employment, share of services in the employment rate, while decreasing the share of agriculture in it. Without fulfilling these tasks, it will not possible for Turkey to catch EU countries in the field of employment and to overcome the difficulties to emerge during the negotiations for the related chapter.
