Küreselleşmenin demokrasinin yaygınlaşma ve derinleşme sürecine etkisi

Abstract

Özet Zamanın kısalması ve mekanın daralmasını içinde barındıran küreselleşme süreci dünyada ekonomik, siyasal, sosyal ve kültürel alanda büyük değişim ve dönüşüme neden olmuştur. Soğuk savaş döneminin sona ermesinin ardından uluslararası alanda genel kabul gören bir yönetim biçimi olan demokrasi de küreselleşme sürecinden büyük ölçüde etkilenmiştir. Siyasal iktidarın meşruiyet kaynağının halka dayandığı demokrasi düşüncesi ve demokratik yönetimler, küreselleşmeye paralel mekansal bir genişleme sürecine girmiştir. Ancak demokrasinin mekansal genişleme sürecine girmesine önemli bir katkı sunan küreselleşmenin demokrasinin derinleşmesine benzer bir katkı sunduğunu söylemek mümkün değildir. Küreselleşme sürecinin demokrasi düşüncesi ve demokratik yönetimin temelini oluşturan birçok değer ve unsuru değiştirdiği, aşındırdığı ve işlevsizleştirdiği gözlenmiştir. Bu değer ve unsurlardaki değişim, aşınma ve işlevsizleşme temsili demokrasiye geçiş yapan birçok ülkede demokrasinin derinleşmesine engel olduğu kabul edilmektedir. Yapılacak bu çalışmada demokrasinin yaygınlaşma ve derinleş(eme)me sürecine küreselleşmenin doğrudan ve dolaylı etkileri ortaya konulmaktadır

Abstract The process of globalization that includes shortening the time and narrowing the space has caused great change and transformation in economic, political, social and cultural fields in globe. After the end of the Cold War democracy, as a form of government, has been accepted almost in all over the world. That development can bee seen as a result of globalization process as well. The legitimacy of political power in democratic systems is based on the will of people. With the process of globalization a new democratic wave has been spread in the world. However, globalization providing an important contribution the spatial become widespread of democracy has not been happened in the deepening of democracy. On the other hand, it has been observed that the process of globalization is eroding, altering and nunfunctionalazing many values of democracy. Changing, wearing and nunfunctionalazing of these values and the factors which are considered preventing the deepening of democracy in many countries are also making more difficult to pass to the repsentative democratic system and to deepen the democracy itself. In this article it will be tried to evaluate the become widespreading and deepening of democracy and to analyse the impact of the process of globalization on that tendency
