Türkiye-ab ilişkilerinde temel belirleyici: islam’ın ebedi ötekiliği

Abstract

Avrupa tarihi öteki ile birlikte yaşayabilme noktasında birçok tecrübe ile doludur. Ancak farklı kültürlerin, ideolojilerin, dinlerin ya da medeniyetlerin mensupları ile birlikte yaşayabilme yeteneği noktasında Avrupa’nın pek de başarılı deneyimlere sahip olduğu söylenemez. Nitekim Avrupa tarihini incelediğimizde ötekine karşı verilen mücadelelerin, Avrupa tarihi açısından önemli kırılmalara ve olaylara zemin hazırladığını görebilmekteyiz. 20. yüzyılın en büyük trajedilerinden olan Yahudi soykırımı, yine aynı yüzyılda Sovyetlerde yükselen komünizme karşı verilen mücadele, II. Dünya Savaşı sonrası Avrupa’daki işgücü açığını kapatmak için Avrupa’ya gelen ve çoğu günümüzde vatandaşlık hakkı elde etmiş Müslümanlara karşı izlenen devlet politikaları, Avrupa’nın öteki ile olan mücadelesini betimlemek adına verebilecek birçok örnek arasından ön plana çıkanlardır. Avrupa’nın, tarih boyunca öteki olana karşı verdiği mücadeleler ve sergilediği tutumlar, kısacası Avrupa’nın ötekileştirme süreci, Avrupa kimliği yaratılması çabalarına ve bu kimliğin bileşenlerinin, farklı dönemlerin farklı koşullarında değişimler göstermesine önemli katkılarda bulunmuştur. Bir Avrupa kimliği yaratılması sürecini incelediğimizde, Avrupa’nın en eski ve ebedi ötekisinin İslam (Müslümanlar) olduğunu söylemek mümkündür. Çalışmada üzerinde durulacağı üzere tarihte yaşanan mücadelelerin ve karşılaşmaların zihinlerde yarattığı bu ebedi ötekilik, Avrupa ülkelerinin ve toplumlarının Türkiye’nin AB’ye üyelik sürecine bakışını belirleyen temel faktördür. Çalışmanın amacı bu ebedi ötekiliğin şekilleniş sürecini ortaya koyarak, Türkiye-AB ilişkileri üzerindeki etkisini analiz etmektir

The European history is full of experience on the point of being able to live with the other. However, on the point of being able to live with the members of different cultures, ideologies, religions or civilizations; it cannot be said that Europe has not had successful experiences at all. As a matter of fact, when we study the European history, we can see that the fights given against the other have paved a way for important fractions and events in terms of the European history. The Jewish holocaust, which is one of the biggest tragedies of the 20th century; the fight against the rising communism in the Soviets in the same century; the government policies followed against Muslims, most of whom came to Europe in order to close the labour force gap across Europe after the World War 2 and have the citizenship right today, are the most prominents among many examples that could be given in order to define Europe's fight against the other. Europe's fights against the other throughout the history, and its attitudes; briefly stated, the othering process of Europe have made major contributions to the efforts for creating European identity, and to the change of components of this identity in different circumstances of different periods. When we analyze the creation process of a European identity, it would not be wrong to say that Europe's oldest and eternal other is Islam (Muslims). As will be highlighted in the study, this eternal otherness created in minds by the fights and confrontations throughout the history is the primary factor defining the perspective of the European countries and communities towards Turkey's EU membership process. The objective of this study is to put forth the forming process of this eternal othernes, and to analyze its effect on Turkey-EU relations.
