Refik Saydam hükümetleri döneminde Türkiye'nin dış politikası (1939-1942)

Abstract

Öz:Dünyayı genel bir savaş felaketinin tehdit ettiği 1939 yılında, Cumhurbaşkanı İsmet İnönü'nün başbakanlık teklifinde bulunduğu Dr. Refik Saydam, bu görevi ancak savaşa girmemek koşulu ile kabul edebileceğini söylemiş, İnönü'nün bu konuda verdiği teminat neticesinde de başbakanlık görevini kabul etmiştir. Türkiye'nin kuruluş, kurtuluş ve çağdaşlaşmasına katkıda bulunmuş olan Dr. Refik Saydam, Atatürk'ün dış politika ilke ve hedeflerini de benimsemiş bir devlet adamıdır. İkinci Dünya Savaşı'nın en kritik bir tarihsel sürecinde (1939-1942), milletler arası ilişkilerde barışçı olma ve Türkiye'nin haklarını milletler arası dengede bir etken olmak üzere güçlendirme stratejisi, Dr. Refik Saydam Hükümetleri tarafından başarılı bir şekilde uygulanmıştır. Bu araştırmada Dr: Refik Saydam Hükümetleri Döneminde, Türkiye'nin savaşan devletlerle yürüttüğü milletlerarası ilişkiler politikası incelenmiştir.

Abstract:In the year of 1939 when a global war threating the world, Dr. Refik Saydam, his being prime minister had been proposed by President İsmet İnönü, said that he would be able to accept this responsibility, even laying not participate in the war down as a condition. After İnönü's approval he accepted the task of being prime minister. Dr. Refik Saydam, who supported the establishment, independence and becoming contemporary of Turkish Republic, is a statesmen appropriating the principles and objects of Atatürk's foreign policy. During most critical duration of the second world war (1939-1942), Dr. Refik Saydam's governments performed succesfully the strategy of strenghting the rights of Turkey as being an active in the equilibrium among the nations and being peaceful in the relations among the nations. In this study, we investigated the policy of the relationships between Turkey and the nations in the war which was managed by Turkey during the period of the Dr. Refik Saydam's governments.
