Öz:İnsanlık tarihi boyunca egemen ve iktidar olan her güç, çeşitli yöntemlerle sosyal kitleler üzerinde yeni kontrol ve gözetim teknikleri geliştirmiştir. Fakat özellikle son 20 yılda, yeni medya teknolojileri ile birlikte gözetim biçim değiştirmiş, yeni medya aygıtlarıyla birlikte sistematik gözetimin küreselleşmiş ve her yer yeni medya yoluyla süperpanoptikon alanlara dönüştürülmüştür. Bu çalışmada Panoptikon kavramı yerine Süperpanoptikon kavramının kullanılmasının nedeni, Panoptikon kavramının günümüz gözetim yapısını ve teknikleri anlatmakta yetersiz kalmasıdır. Yalnızca internet değil, nesnelerin interneti, bulut bilişim, akıllı aygıtlar, büyük veri gelişmeleri ve öğrenen makineler gibi birçok gelişme Panoptikon kavramının sınırlarını aşmaktadır. Bundan dolayı gözetimin "yeni" halini anlatabilmek ve kapsamının genişlediğini vurgulamak için süperpanoptikon kavramı kullanılmıştır. Bu çalışmanın amacı, panoptikondan süperpanoptikona dönüşen gözetim sistemlerinde yeni medyanın rolü ve geleceği üzerine tartışmaları ortaya koymak ve iktidar tarafından fonksiyonel amaçlarla önerilen gözetim sistemlerinin ideolojik amaçlara sürüklenebileceğiyle ilgili bilinç yaratmaktır. Bu amaç ışığında, gözetimin yaratacağı etkiler bilimsel ve sanatsal çalışmalar ışığında örneklendirilmiş ve yorumlanmaya çalışılmıştır
Abstract:Throughout human history, the sovereign and dominant powers have developed new control and surveillance techniques on social masses in various ways. Especially in the last 20 years, surveillance techniques have changed forms with the new media technologies. The globalization of the systematic surveillance is possible with the new media and everywhere has been transformed into superpanopticon areas through new media. The reason for using the concept of Superpanopticon is that the concept of Panopticon is inadequate in explaining the structure of today's surveillance and techniques. Not only the Internet, but many other developments, such as the Internet of objects, large data analysis and learning machines, are beyond the limits of the Panopticon concept. So the concept of superpanopticon was used to understand the “new” state of surveillance and to emphasize the expansion of its scope. The purpose of this paper is to discuss the role of new media on surveillance systems and to raise awareness about the possibility that surveillance systems proposed by the government for functional purposes can be dragged into ideological ends. In this light of purpose, the effects of surveillance are exemplified and interpreted in the light of scientific and artistic works
