Normatif düzen, belli bir kalite ölçütüne uymak zorundadır. Hukuk
ve adalet toplumun temeli olduğuna göre, toplumsal yaşam öngörülebilir,
anlaşılabilir, tutarlı bir norm dizgesiyle sağlanabilir. Parlamento
çoğunluğu ya da tali düzenleyici iktidar olarak yürütme erki kural
koyarken bu gerekleri göz önünde tutmalıdır. Aksi takdirde, norm yoluyla
kaos yaratma hukuka olan saygı ve güveni yok eder.
Normative order, must comply with a certain quality criteria. As
Law and justice are basis of the society, social life can be provided by
predictable, understandable, consistent normative system. Majority in the
parliament or executive power as a secondary regulatory ruling power
must take into account these requirements when they rule making.
Otherwise, a normative chaos may destroy the respect adn confidence of
law.
