Özet Sovyetler Birliği’nin dağılmasının ardından dünya tek kutuplu küresel siyasal düzene geçişi yaşadı ve ABD, Soğuk Savaş’ın galibi olarak tek kutuplu dünyanın süper gücü haline geldi. Ancak, realist temelli görüşlerin de açık bir şekilde iddia ettiği üzere aşırı güç her zaman diğer büyük güçlerin dengelenme çabasına da yol açmaktadır. Bu sebeple 1990’lı yılların sonlarına doğru tek kutuplu dünyanın sorgulanmaya başladığı söylenebilir. Bu sorgulama, özellikle ABD tarafından uluslararası alanda gerçekleştirilen tek taraflı müdahalelerinin yoğunlaştığı 11 Eylül sonrası dönemde oldukça belirgin hale gelmiş ve bir çeşit dengeleme çabasına dönüşmüştür. Enerji zenginliği ile kendini toparlayan Rusya Federasyonu ve hızlı bir ekonomik kalkınma yaşayan Çin dengeleme konusunda öncü rolü üstlendi. Bazı AB üyelerinin ortaya koyduğu çabaların da ABD’yi dengelemeye katkı sağladığı katıldığı söylenebilir. AB içinde özellikle Almanya-Fransa ekseninde oluşan bu çok kutuplu dünya düzeni arayışının ABD karşıtlığından ziyade gelecekte oluşabilecek çok kutuplu bir uluslararası siyasi yapıda Avrupa’nın da kutupları oluşturan büyük güçlerden biri olarak konumlandırılabilmesi meselesi olarak ortaya çıkmaktadır. Ayrıca, Soğuk Savaş’ın bitimiyle birlikte Türkiye’nin uluslararası sistemdeki önemini kaybettiği tartışmaları yaşanmaktaydı. Ancak 2000’li yıllarla birlikte, özellikle çok kutuplu dünyaya geçiş sürecinde Türkiye’nin jeopolitik konumunun getirdiği önem, ülkenin soğuk savaş döneminde olduğundan daha da kritik bir aktör konumuna gelmesine sebep olmuştur. Bu çalışma Avrupalı büyük devletlerin yeni oluşan dünya düzeninde AB’yi nasıl konumlandırmaya çalıştığını değerlendirmekte ve Avrupa Birliği’nin küresel bir aktör olma yolunda Türkiye’nin Birlik için önemini neo-realist temelde incelemektedir. Makalede öncelikle neo-realist bakışla günümüz dünya düzeni incelenmekte, ardından Avrupa Birliği’nin yeni dünya düzenindeki konumu ele alınmaktadır. Son olarak Türkiye’nin güç dengesindeki yeri ve Avrupa için önemi incelenmektedir.
Abstract
The global political order has shifted into unipolarity after the dissolution of the Soviet Union and the US has become the sole superpower of the unipolar world. As the realist based approachs have argued, however, power has always triggers a counter balancing effort by the rest of major powers. 412
Therefore, major global powers have begun to question the unipolar global politics by the end of the 1990s. The questioning of unipolarity becomes more obvious particularly after the US intensified unilateral actions following the September 11 events and turns almost into some kind of a balancing effort. By the help of its energy industry and the gigantic natural gas reserves, Russian Federation assumed a leading role in balancing efforts together with China who has experienced a rapid economic development. Some of the European countries, who were close allies of the super power during the Cold-War time, have also put up certain efforts that can be regarded as a support to balancing the US. The search for multipolarity within the EU has mainly been concentrated on a Franco-German axis and does not resulted simply from an anti-American sentiment. Their principal concern is rahter to ensure that the world recognizes Europe as one of the poles in a future multi-polar international political structure. Furthermore, by the end of the Cold War, there were some discussions on whether Turkey had lost its importance at international system or not. Yet, the events took place in 2000s and Turkey’s geopolitical importance have turned the country into a much more significant actor when compared to the Cold War years. This study evaluates the way that major European countries define the EU in the new world order as well as the importance of Turkey for the global actorness of the EU from a neo-realist perspective. In the first part of this study, the current international structure is analyzed through neo-realist lenses. In the second part examines EU with respect to new world order. Finally the paper argues out Turkey’s role within the balance of power and stresses its significance for Europe.
