Yaklaşık 100 sene bundan once orta çıkan, gizli şekilde bile olsa da SSCB devlet yetkilileri tarafından resmi doktrin haline gelen Avrasyaçılık, Sovyetler Birliği’nin dağılmasından sonra Rusya’da 1990-ların ortalarına doğru ―Yakın Çevre‖ politikasının kabulu ile resmi doktrin haline gelmiştir. Yeni-Avrasyaçılık ideolojisinin hedefi, ilk dönemde Sovyetlerin yeniden kurulması, sonrakı dönemlerde Rusya’dan Ġran Körfezi Çin ve Batı Avrupa arasındakı çoğrafyada söz sahibi olabilmektir. Yeni-avrasyaçılığın günümüz Rusya Federasyonu dış politikasının en önemli etkeni haline getiren süreç ise, bu ideolojini ana ideoloji olarak benimsemiş V. Putin’in tekrar devlet başına geçmesidir. Yazıdakı ilkelerin, ister Rusya ve çevresinde, isterse de Batı’da akademisyen, siyasi çevrelerin gündemini meşğul etmesi, tarihte ilk kez Rusya devlet büyüklerince Avrasyaçılığın resmi ideoloji olarak kabul görmesi nedeniyle doğaldır. Bildirimizde Avrasyaçılığın oluşumunu, tarihten günümüze geçtiği süreç ve Yeni-Avrasyaçılık ideolıjisi olarak karşımıza çıkışını, böyle bir birlik modelinin olabilmesi için olumlu ve olumsuz etkenleri incelemeye çalışacağız.
Neo – eurosianism and Russia By mid-90s of the last century, the Eurasianism became an official doctrine of Russia after the collapse of the Soviet Union. The goals set by Neo-Eurasianism include the restoration of the Soviets in the short term followed by the establishment of strong authority of Russia in a wide geographical area spanning from the Western Europe to Persian Gulf and China. Re-election of V. Putin who accepts Neo-Eurasianism as his core ideology further spurs the transformation of Neo-Eurasianism to a pinnacle feature of the foreign policy currently exhibited by the Russian Federation. The principles outlined in this article have been regularly discussed both in Russian and Western academic and political circles thanks to the adoption of Eurasianism by Russian government officials as the official doctrine of the state, for the first time ever in history. This article is the author’s humble effort to analyze the development of Eurasianism, its historical background and transformation to Neo-Eurasianism, as well as the positive and negative factors behind the potential development of the Eurasian Union.
