Küreselleşme süreciyle beraber cografi sınırlar önemini yitirmekle kalmamakta devletin kentleşme hareketlerini yönlendirme kabiliyeti de zayıflatmaktadır. Bu arada, kentleşme politikaları da ütopik projelere dönüşmektedir. Kent mekânının biçimlenmesi devletin kent planlama fonksiyonlarının azalması ve bu fonksiyonun büyük ölçüde özel sektöre bırakılmasıyla beraber kent ve çevresi yeni bir form almaya başlamıştır. Bu form, kentin altkentleşme (güvenlikli siteler, villalar) şeklinde hızla çevreye yayılması (sprawl) biçimindedir. Özel sektör konut firmaları bu süreçte üretim ve pazarlama stratejileri ile belirleyici bir rol oynamaktadır. Kurdukları yeni yerleşim mekanlarını pazarlama stratejileri ütopik öğeler içermektedir. Bu çalışmanın amacı kamu merkezli kentleşme politikaları ve planların özel sektör merkezli ütopik projelere dönüşmesini incelemektir. Çalışma, Konut Geliştiricileri ve Yatırımcıları Derneği (KONUTDER) üyesi markalı konut üreten 16 inşaat firmasının web sayfalarındaki konut reklamlarında sunulan ütopik öğelerin analiz edilmesine dayanacak; üst gelir gruplarına steril konut ve yaşam alanları olarak sunulan mekan, konut piyasasının aktörleri eliyle üretilen ve pazarlanan kentsel bir ütopya olarak ele alınacak ve bu sürecin kente yansımaları değerlendirilecektir.
As the process of globalization, not only geographical boundaries are losing their importance, but also power of the state to route the urbanization movements is also weakening. Meanwhile, urbanization policies are taking the form of utopian projects. With the decline of city planning functions of the state and giving up this function to a large extent to the private sector, the city and its surroundings have begun to take a new form. The new form is a rapid spread of suburbanization (gated communities, villas,) and sprawl. In this process, housing production and marketing strategies of private sector firms plays a decisive role. And marketing strategies of these new settlement areas contain utopian elements. The aim of this paper is to investigate the transformation of public urbanization policies and plans into private sector utopian projects. The study is based on the analysis of utopian elements in the housing advertisements on web pages of 16 members of construction companies of the Housing Developers and Investors Association (KONUTDER), which produces branded residential settlements. In the study space, which is presented upper income groups as a sterile housing and living area will be discussed as an urban utopia, created and marketed by the actors in the housing market, and implications of this process will be assessed to the city.
