Öz:Kentleşmenin sosyal ve ekonomik boyutlarına ek olarak demografik boyutu bulunmaktadır. Kentte yaşayan insan ve kent sayısının artması olarak ifade edilebilen kentleşmede bu amaca hizmet eden önemli bir politika ise mülki idarileşmedir. Türkiye’de kent denilen yerleşimlerin ve doğal olarak kentli nüfusun artmasında mülki idare birimlerinin sayısının artmasının önemli etkileri olmuştur. Bu çalışmada kentleşme, mülki idarileşme süreci üzerinden değerlendirilmektedir. Mülki idarileşme süreci hükümetler üzerinden değerlendirilmiş, Türkiye’de tek parti iktidarları döneminde büyük çaplı mülki idarileşmenin yaşandığı sonucu ortaya çıkmıştır. Mülki idare birimlerinin artmasıyla kent ve kentlerde yaşayanların sayısı artmış ve kentleşme düzeyinin yapay olarak yükseltilmiş olduğu sonucuna ulaşılmıştır. Mülki idarileşme süreci, kentleşme için önemli olmakla birlikte çoğunlukla beklenen amaçları gerçekleştirememiş, buna rağmen Türkiye’de kentli nüfusu çoğaltma yönünde etkileri olmuştur.
Öz:Urbanization has a demographic dimension in addition to its socialeconomic dimensions. An important policy in urbanization, which can be expressed as the increase in the number of people living in the cityand the city, is civil adminization that serves this purpose. In Turkey, the increase in the number of civil administration units had important effects on the increase in the number of settlements called cities as well as the increase in the urban population. The aim of this study is to reveal the impacts of the increase in the number of provinces and districts on urbanization. To this end, civil adminization was discussed in terms of governments and depending on basic reasons. Civil adminization, which has significant functions concerning the urbanization, has not been able to achieve the expected goals yet. It was concluded that, during the single-party governments in Turkey, large-scale civil adminization periods were experienced, the number of cities and populations in these cities increased in line with the increase in the number of the civil administration units, and therefore, it was concluded that the level of urbanization has been artificially increased.
