Yerel yönetimlerin sanat eğitimi üzerindeki rolü; Malatya Büyükşehir Belediyesi MABESEM örneği

Abstract

Bu araştırmada yerel yönetimlerin sosyal belediyecilik bağlamında sanatsal faaliyetlere katkılarının değerlendirilmesi amaçlanmıştır. Günümüzde birçok gelişmiş ve gelişmekte olan ülkede sosyal politikaların uygulanmasında merkezi yönetimlerin yanında yerel yönetimlerde önemli sorumluluklar üstlenmektedir. Devlet 'Sosyal Devlet' anlayışını sağlayabilmede vatandaşa en yakın birimlerden destek görmektedir. Doğal olarak yerel yönetimlerin sosyal politika sistemi içerisindeki ağırlığı ülkenin siyasi, kültürel ve tarihi birikimine bağlı olarak farklılık göstermekte ve bu durum ülke mevzuatına yansımaktadır. Yerel yönetimlerin sosyal politika uygulamaları, sosyal belediyecilik kapsamına girmekte ve sosyal belediyeler, sosyal devletin yereldeki temsilcileri olmaktadırlar. Türkiye'de son yıllarda belediyelerin sosyal politika uygulamaları ile önemli bir aktör durumuna geldiği görülmektedir. Bu çalışmanın amacı belediyeler tarafından özenle yürütülen sosyal belediyecilik faaliyetlerinin bir kolu olan sanatsal faaliyetlerin toplum üzerindeki etkisi ve bu bağlamda yerel yönetimlerin sanatsal faaliyetlerden en iyi şekilde faydalanabilecek alanların oluşturulması ve bu oluşumda Malatya Büyükşehir Belediyesinin rolü ve sanatsal faaliyetlere verdiği katkılar incelenmiştir. Araştırmada incelenen Malatya Büyükşehir Belediyesi dahilinde kurulmuş olan MABESEM'de kursiyerlere hobi edinecekleri kurslar yanında mesleki gelişimlerini sağlayacak kurslar da verilmektedir. In this research, it is aimed to evaluate the contributions of local governments to artistic activities in the context of social municipality. Today, in many developed and developing countries, in the implementation of social policies, besides central governments, local governments take on important responsibilities. The state receives support from the closest units to the citizens in order to provide the concept of "Social State". Naturally, the weight of local governments in the social policy system differs depending on the country's political, cultural and historical background, and this is reflected in the country's legislation. Social policy practices of local governments fall within the scope of social municipality and social municipalities become local representatives of the social state. In Turkey, it is seen that municipalities have become an important actor with their social policy practices in recent years. The aim of this study is to examine the effect of artistic activities, which are a branch of social municipality activities carried out by municipalities, on the society, and in this context, the creation of areas where local governments can benefit from artistic activities in the best way, and the role of Malatya Metropolitan Municipality in this formation and its contributions to artistic activities. In MABESEM, which was established within the Malatya Metropolitan Municipality, which was examined in the research, courses that will provide professional development are given to the trainees in addition to the courses they will take as a hobby.
