Abstract:
Öz:Problem Durumu: Zümre Öğretmenler Kurulu, “İlköğretim Kurumları Yönetme- liği”nin 95. maddesine göre 1, 2, 3, 4 ve 5. sınıflarda aynı sınıfı okutan sınıf öğ- retmenleri ve varsa branş öğretmenlerinden, 6,7 ve 8. sınıflarda branş öğret- menlerinden oluşur. Liselerde ise “Lise ve Ortaokullar Yönetmeliği”nin 77. maddesine göre branş öğretmenlerinden oluşur. Bu toplantılarda, programların ve derslerin birbirine paralel olarak yürütülmesi, ders araçlarından, laboratuar, spor salonu, kütüphane ve işliklerden planlı bir şekilde yararlanılması, öğrenci ödevleri ve derslerin değerlendirilmesi, derslerde izlenecek yöntem ve teknikle- rin belirlenmesi gibi konularda kararlar alınır. Kurullarda alınan kararların öğ- retmenlerce uygulamaya dönüştürülmesinin, okullarda eğitim-öğretim çalışma- larının etkililiğini belirleyen önemli bir değişken olduğu söylenebilir. Araştırmanın Amacı: Bu çalışmada zümre öğretmenler kurulu toplantılarının et- kililiğinin, öğretmen görüşlerine dayalı olarak belirlenmesi amaçlanmıştır. Yöntem: Araştırma, tarama türü bir çalışmadır. Araştırmanın evrenini, 2004– 2005 eğitim-öğretim yılında, Malatya ili merkez ilçedeki tüm ilköğretim okulları (N=4957) ile genel liselerde (N=1484) görev yapan öğretmenler oluşturmakta- dır. Araştırmanın örneklemini ise evrenden oranlı küme örnekleme yoluyla se- çilen 7 genel lisede çalışan 454 öğretmen ile 16 ilköğretim okulunda çalışan 908 öğretmen olmak üzere toplam 1362 öğretmen oluşturmaktadır. Araştırmada bilgi toplama aracı olarak araştırmacılar tarafından geliştirilen Likert tipi ve üç- lü olarak derecelendirilen “Zümre Öğretmenler Kurulu Değerlendirme Ölçeği” kullanılmıştır. Ölçekte seçenekler, “hiçbir zaman”, “bazen” ve “her zaman” ola- rak düzenlenmiştir. Ölçek, toplam 20 maddeden oluşmaktadır. Bulgular ve Sonuçlar: Araştırma sonuçlarına göre öğretmenler, zümre öğretmen- ler kurulu toplantılarını amaçlarına uygun ve etkili olarak yürüttüklerini ifade etmektedirler. Araştırmanın önemli bir bulgusu da zümre öğretmenler kurulu toplantılarında öğretmenlerin, en az yaptıkları şeyin mesleki eserleri incelemek ve değerlendirmek olduğudur. Araştırma sonucunda elde edilen diğer bulgular şöyle sıralanabilir: 1. Araştır- ma kapsamına alınan tüm öğretmenler zümre öğretmenler kurulu toplantılarını “her zaman” amaçlara dönük olarak yürüttüklerini ifade etmektedirler. 2. Öğ- retmenlerin zümre öğretmenler kurulu toplantılarının etkililiğine ilişkin olarak en çok önemsedikleri görev, program doğrultusunda eğitim öğretim etkinlikle- rinin aksamadan sürdürülmesine çalışmak olarak ortaya çıkmaktadır. 3. Öğ- retmenler, zümre öğretmenler kurulu toplantılarında en az yapılan şeyin mes- leki eserlerin incelenmesi olduğunu ifade etmektedirler. 4. Zümre öğretmenler kurulu toplantıların etkililiğine ilişkin öğretmen görüşleri branş değişkenine göre anlamlı bir farklılık göstermemektedir. 5. Zümre öğretmenler kurulu top- lantıların etkililiğine ilişkin öğretmen görüşleri mesleki kıdem değişkenine göre anlamlı farklılık göstermekte, mesleki kıdemi yüksek olan öğretmenler mesleki kıdemi düşük olan öğretmenlere göre zümre öğretmenler kurulu toplantılarını daha etkili olarak değerlendirmektedirler. 6. Zümre öğretmenler kurulu toplan- tıların etkililiğine ilişkin öğretmen görüşleri çalıştıkları okul (İlköğretim Okulu, Genel Lise) değişkenine göre anlamlı farklılık göstermemektedir. 7. Zümre öğ- retmenler kurulu toplantıların etkililiğine ilişkin öğretmen görüşleri, öğretmen- lerin en son mezun oldukları yükseköğretim programı değişkenine göre anlam- lı farklılık göstermemektedir. 8. Zümre öğretmenler kurulu toplantıların etkili- liğine ilişkin öğretmen görüşleri çalıştıkları okuldaki toplam hizmet süresi de- ğişkenine göre anlamlı farklılık göstermektedir. Öneriler: 1. Zümre öğretmenler kurulunda eğitim programlarının ve mesleki e- serlerin incelenmesi özendirilmelidir. 2. Zümre öğretmenler kurulunda alınan kararların yaşama geçirilip geçirilmediği denetlenmelidir. 3. Zümre öğretmen- ler kurulu kararlarının sonuçlarının değerlendirilmesine ilişkin araştırmalar yapılmalıdır.
Başlık (İngilizce):Examining the Effectiveness of Branch Teachers Committee Meetings Based on Teachers' Views (A Sample of Malatya City)
Öz (İngilizce):Problem Statement: The branch teachers committee is composed of teachers who teach same class in 1st, 2nd, 3rd, 4th, and 5th grades as a classroom teacher accord- ing to the 95th article of “The Primary Schools Legislation”, and branch teachers, if they are present, teaching in 6th, 7th, and 8th grades. The Committee holds meetings at the beginning, middle, and end of the school term, and when needed according to a plan done by the school management. Meetings are held in the leadership of a vice principal assigned by school principal or a selected branch teacher. Some decisions are to be made in these meetings. Topics of these decisions are as follows: Running programs and courses parallel to each other; using classroom equipment, sportive facilities, library and other facilities in school according to a plan; evaluating homework and courses; defining teaching methods and techniques and etc. It can be said that application of these decisions taken in the meetings by teachers is an important factor for the effectiveness of teaching endeavors. Purpose of the Study: The purpose of the present study was to determine the effectiveness of branch teachers committee meetings based on teachers’ views. Method: For this purpose, a scale with 20 items regarding branch teachers committee was developed by the authors, and given to the subjects. The universe of this study, a survey type study, was composed of whole teachers teaching in a primary school (N= 4957) or a high school (N= 1484) in Malatya city center. Therefore, the sample of the study consisted of 813 primary school teachers and 220 high school teachers (n=1033). In order to analyze the data, ANOVA, t-test and LSD tests were performed. Findings/Results: The findings of the research are as follows: 1. The subjects stated that the branch teachers committee meetings were held effectively, and according to its aims. 2. According to the subjects, the most important task of the committee was to work on carrying on educational activities in concert with the program without any trouble. 3. Another interesting finding of the study was that the task of evaluating publications in teaching field was the least performed task comparing to other tasks of the committee. 4. There were no any significant differences among the teachers’ views about the efficacy of the meetings in regard to the branch variable. 5. There were significant differences among the teachers’ views about the effi- cacy of the meetings in regard to the work experience variable. The teachers who had more work experience tend to evaluate the meetings more effec- tive than those who had less work experience. 6. There was no significant difference among the teachers’ views about the ef- ficacy of the meetings in regard to the type of the school they teach. 7. There was also no significant difference among the teachers’ views about the efficacy of the meetings in regard to the type of the school they were graduated. 8. Finally, no significant difference was found among the teachers’ views about the efficacy of the meetings in relation to the duration of service they spent in their current school. Suggestions: Under the lights of the research findings, some suggestions are made. These are as follows: 1. The members of the branch teachers committee should be encouraged to evaluate the educational programs, and publications in each respected teaching field. 2. The application of the decisions that were made in the meetings should be controlled whether they were actualized or not. 3. Attempts should me made by scholars to evaluate the results of the meet- ings in terms of how much the decisions that were taken in the meetings were actualized.
