Özet
Öz:Bu araştırmanın amacı 2012 yılında Amerika Birleşik Devletleri Michigan Eyaleti'nde zorunlu hale getirilen öğretmen performans değerlendirmesi yasasının okullar tarafından uygulamaya nasıl geçirildiğini ve öğretmenlerin değerlendirilmesinde kullanılan ölçütleri ortaya koymaktır. Araştırmada nitel yöntem kullanılmıştır. Araştırmanın verilerini ölçüt örneklem yoluyla seçilen iki okul bölgesindeki ilk, orta ve lise müdürleriyle gerçekleştirilen yarı-yapılandırılmış görüşmeler ve bölgelerden alınan dokümanlar oluşturmaktadır. Araştırma sonucunda bölgelerin yasayı beş basamakta uygulamaya koyduğu görülmüştür. Basamaklar, performans ölçütlerinin belirlenmesi, belirlenen ölçütlerin öğretmenlere kazandırılması, öğretmenlerin özyeterlilik değerlendirmesi yapmaları ve okul müdürünün öğretimi gözlemlemesi ve öğretmen puanının belirlenmesi şeklindedir. Çalışmada her iki bölgede de geliştirilen performans ölçütlerine yer verilmiştir. Sonuçlar Türkiye bağlamı göz önünde bulundurularak karşılaştırılmış ve tartışılmıştır.
Abstract:The purpose of this research was to investigate how the teacher evaluation law that was mandated in the State of Michigan in United States of America in 2012 was implemented by schools and to reveal the criteria used for evaluating teacher performance. A qualitative research method was employed in the research. The criterion sampling was used to determine the study group. The study group included six principals working at elementary, middle and high schools in two school districts. The data included semi-structured interviews and documents acquired from the districts. The results indicated that the law was implemented through five steps. These were determining performance criteria, getting teachers to acquire pre-determined criteria, teachers' self-evaluation, classroom observations by school principals, and determining teachers' final grades. Performance criteria developed by both districts were also provided. Results were compared and discussed with regards to policy and practice in the Turkish context
