Özet
Training citizens who participate actively in social and political life, can think critically, adopt human rights and democratic values and respect cultural diversity is among the goals that today's modern societies pay regard as a priority. Among the means to be resorted in order to reach the goal in question, education is the leading one. In this regard, the said societies have been taking remarkable steps in developing curricula to be structured within the frame of aforementioned goals. This study addresses citizenship education in the European Union members states and Turkey. Through this study, it is specifically aimed to detect the goals tried to be reached via citizenship education in the European Union members states and the themes in the national curricula and also to seek an answer to the question to what extent Human Rights, Citizenship and Democracy course, which began to be taught in the 4th grade of primary schools in Turkey in 2015-2016, reflects the goals and themes in question. Lastly, among qualitative research methods, the study will be conducted using content analysis method.
