"Biz Anadoluyuz projesi"nin Türk kamu yönetimi açısından değerlendirilmesi

Abstract

Biz Anadoluyuz projesi, birlik ve beraberliğimizi pekiştirmek, kardeşlik ruhu ve bilincini geliştirmek amacıyla, Doğu ve Güneydoğu Anadolu Bölgelerinde bulunan 21 ilimizde ikamet eden ve ülkemizin diğer bölgelerinde bulunan 26 ilimizde ikamet eden 15 yaş altı 50.000 çocuğumuzun karşılıklı olarak ülkemizin farklı şehirlerini en az 3 gün süreyle ziyaretini içeren bir projedir. Tezde "Biz Anadoluyuz Projesi" Türk Kamu Yönetimi açısından tartışılmış, analiz edilmiş ve değerlendirilmiştir. Tezde beş araştırma sorusu bulunmaktadır: • Biz Anadoluyuz Projesi başarılı bir şekilde yürütülmüş müdür? • Biz Anadoluyuz Projesi başarılı bir şekilde amacına ulaşmış mıdır? • Biz Anadoluyuz Projesi'nin Türk Kamu Yönetimi'ne etkileri neler olmuştur? • Biz Anadoluyuz Projesinin yürütülmesinde yaşanan eksiklikler nelerdir, eksikliler nasıl telafi edilebilir? • Biz Anadoluyuz Projesi devam etmeli midir? Tezde örnek olay çalışması olarak projenin uygulandığı illerde görev yapan ve belirli bir meslek grubu olan 40 vali yardımcısının araştırma konusu hakkındaki düşünceleri detaylı bir şekilde tartışılarak, analiz edilmiş ve Türk Kamu Yönetimi açısından değerlendirilmiştir. Tez çalışmasında araştırma sorularına cevap vermek amacıyla birincil ve ikincil veri toplama yöntemlerinden yararlanılmıştır. Tez çalışmasında veri kaynağı olarak anket ile birlikte resmi yayınlar, resmi istatistikler, kitaplar, makaleler, tezler, gazeteler, dergiler ve web sitesi sayfaları gibi belgesel kaynaklar kullanılmıştır. Tez çalışmasında nicel ve nitel araştırma metodları birlikte kullanılmıştır. Verileri analiz etmek için Microsoft Excel yazılımı kullanılmıştır. Araştırma sonucunda elde edilen verilere göre, Biz Anadoluyuz Projesinin başarılı bir şekilde yürütüldüğü, başarılı bir şekilde amacına ulaştığı ve devam etmesi gerektiği ortaya çıkmıştır. Ayrıca araştırma sonucunda, Biz Anadoluyuz Projesi'nin yürütülmesinde yaşanan eksiklikler ve eksikliklerin nasıl telafi edilebilebileceği, projenin Türk Kamu Yönetimi'ne olan etkileri ortaya çıkmıştır. Araştırmacı ve katılımcıların öznelliği ve Türk kamu yönetiminde hiyerarşik örgütsel yapı araştırmanın bazı sınırlamaları olmuştur. The project of "We are Anatolia" aim to reinforce our unity and solidarity, and develop the spirit and consciousness of brotherhood. The project was implemented in 47 provinces which are located in different regions of our country. The project includes visits of 50.000 children under the age of 15 years to different cities of our country for at least 3 days. The project of "We are Anatolia" was discussed, analyzed and evaluated in terms of Turkish Public Administration in the thesis. There are five research questions in the thesis: • Was the project of "We are Anatolia" implemented successfully? • Has the project of "We are Anatolia" achieved its goals successfully? • What were the effects of the project of "We are Anatolia" on Turkish Public Administration? • What are the deficiencies in the implementation of the project of "We are Anatolia", how can the deficiencies be solved? • Should the project of "We are Anatolia" continue? The case study design has been chosen in the dissertation. The opinions of 40 deputy governors who work in the provinces where the project was implemented were discussed, analysed and evaluated in terms of Turkish Public Administration in the thesis. Primary and secondary data collection methods were used to answer the research questions in the thesis. A questionnaire and documentary sources such as government publications, books, articles, dissertations, newspapers and website pages were used in the thesis. Both quantitative and qualitative research methods were used in this dissertation, and the data was analysed using Microsoft Excel Software. According to the data obtained from the research, it was revealed that the project of "We are Anatolia" was successfully implemented. It is understood that the project has successfully achieved its goals. The effects of the project on the Turkish Public Administration have been revealed. The deficiencies in the implementation of the project of "We are Anatolia" and how the deficiencies can be solved have been revealed. In addition, it was revealed that the project should continue. Subjectivism of the researcher and respondents and organisational culture were the limitation of the research.
