Fırat kalkınma ajansının Malatya bölgesindeki işletmelere 2013-2015 yılları arasında verdiği finansal destekler

Abstract

Değişen dünya koşullarında ülkeler bütün bölgeleri ile komple bir kalkınmışlık seviyesi yakalamak arzusu içerisindedirler. Bu amaçla oluşturulan kalkınma ajanslarının ilk örnekleri Avrupa'da görülmekle birlikte Türkiye'de 1990'lı yıllarda faaliyetlerine başlamışlardır. Kalkınma ajanslarının ana amacı, ülke içerisinde kalkınması amaçlanan bölgeleri belirleyerek bu bölgelerin mevcut durumlarını tespit etmek ve mevcut durumu destekleyici çalışmalar yaparak bölgesel kalkınmışlık farklılıklarını ortadan kaldırmaktır. Merkezi Malatya ilinde bulunan Fırat kalkınma Ajansı 25.07.2009 tarihli Resmi Gazetede yayımlanan 14.07.2009 tarih ve 15236 sayılı Bakanlar Kurulu kararıyla kurulmuştur. Araştırma Malatya ilinde bulunan Fırat Kalkınma Ajansından 2013-2015 yılları arasında finansal destek almış 19 işletme üzerinden yürütülmüştür. Proje desteği alan işletmelerin aldıkları destek ile kapasite ve finansal durumlarında, personel sayılarında ve işletme verimliliklerinde sağladıkları avantajların tespit edilmesi amacıyla yapılan çalışmada tarama modeli kullanılmıştır. Araştırmacı tarafından geliştirilen anket formunda 30 adet soru bulunmaktadır. Anket formu ile elde edilen verilerin yüzde ve frekans değerleri tespit edilmiştir. Araştırma sonucunda, kalkınma ajansından temin edilen proje desteklerinin işletmelerin istihdam, üretim ve işletme kapasitesi, teknoloji kullanım durumu, ürün kalitesi ve çeşitliliği, hammadde siparişlerinde artış ve işletmelerin rakiplerine karşı rekabet avantajı elde etmesine olumlu yönde katkı sağladığı tespit edilmiştir.

Under changing world conditions, countries are in a state of complete desire to achieve a level of development. For this purpose, the first examples of development agencies are seen in Europe and these agencies have started their activities in Turkey in the 1990s. The main purpose of the development agencies is to identify the regions that are intended to be developed within the country and to determine the current situation of these regions and to eliminate the regional development differences by supporting the current situation. The Fırat Development Agency, headquartered in Malatya, was established with the decision of the Council of Ministers dated 14.07.2009 and numbered 15236 published in the Official Paper on 25.07.2009. The study was carried out with 19 financially supported institutions from Fırat Development Agency in the province of Malatya between 2013-2015. With the support of the enterprises that received project support, the screening model was used in the study to determine the advantages that they provide in their capacity and financial status, number of personnel and operational efficiencies. There are 30 questions in the questionnaire developed by the researcher. Percentage and frequency values of the data obtained by the questionnaire were determined. As a result of the research, it has been determined that the project supports provided by the development agency have positively contributed to the employment, production and operation capacity of the enterprises, technology usage situation, product quality and diversity, increase in raw material orders and enterprises gaining competitive advantage against their competitors.
