Bir liberal sosyal yardım sistemi önerisi: Katılımcı sosyal yardım modeli

Abstract

Dünyada gelir kaynakları eşit ve adil paylaşılmamaktadır. Bu paylaşım sorunu beraberinde yoksulluğu getirmektedir. Yoksulluk, tüm dönemlerde karşılaşılan önemli bir ekonomik ve sosyal sorundur. Bu sorunun çözümü için ülkeler çeşitli sosyal politika araçları kullanmaktadır. Bu politika araçlarının başında sosyal yardımlar gelmektedir. Liberal yönetimler de uzun yıllar varlığını sürdürmek amacıyla sosyal sorunların çözümüne yönelik politikalar geliştirmiştir. Liberal teorisyenlerden Keynes, refah devleti anlayışını savunarak devletin transfer harcamaları yoluyla ekonomiye yön verebileceğini belirtirken, Hayek gibi iktisatçılar bu konuda devletin nötr kalması gerektiğini dile getirmiştir. Rawls ise paylaşımın adaletli yapılmadığını bu nedenle eşitlikçi adaletin gerekli olduğunu ifade etmiştir. Türkiye vakıf kültürünü hem devlet hem de toplum düzeyinde yıllarca başarı ile uygulamıştır. Sosyal Yardımlaşma ve Dayanışma Vakıfları ülke genelinde faaliyet gösteren ve sosyal yardımlar konusunda uzmanlaşmış yapılar olmasına rağmen, ülkemizde sosyal yardım yapan birden fazla kurum bulunmaktadır. Bu kurumlar arasında koordinasyon eksikliğine bağlı olarak mükerrer yardımlar veya yardımlardan faydalanamama sorunu ortaya çıkmaktadır. Bu çalışmada, Türkiye için liberal bir anlayışla hazırlanmış yeni bir sosyal yardım modeli önerilmektedir. Katılımcı Sosyal Yardım Modeli olarak isimlendirilen bu modelin kurumsal yapısının yanında sosyal, ekonomik, hukuki ve siyasi altyapıya ilişkin geliştirdiği çözüm önerileriyle mevcut sosyal yardım uygulamalarında iyileştirme sağlayacağı öngörülmektedir.

Income sources are not shared equally and fairly in the world. This sharing problem brings poverty and social exclusion with it. Poverty is an important economic and social problem that encountered in all periods. All countries implement various social policies to solve this problem. Social assistance comes first among these policies. There is a wide range of evidence that it reduces poverty although social assistance does not eliminate poverty entirely. Liberal governments have developed policies to solve social problems to survive for many years. While Keynes, one of the liberal theorists, defended the understanding of the welfare state and stated that the state could direct the economy through transfer expenditures, economists like Hayek stated that the state should remain neutral in this regard. On the other hand, Rawls stated that sharing is not done fairly, therefore egalitarian justice is necessary. Turkey has applied foundation culture successfully at both state and community levels for years. Although Social Assistance and Solidarity Foundations are structures specialized in social assistance operating throughout the country, there are more than one institution providing social assistance in our country. The problem of recurrent assistances or not being able to benefit from assistances arises due to the lack of coordination among these institutions. In this study, a new model of social assistance that prepared with a liberal approach is recommended for Turkey. It is anticipated that this model, which is named as Participatory Social Assistance Model, will provide improvement in existing social assistance practices with its solution proposals regarding social, economic, legal and political infrastructure as well as its institutional structure.
