Elektronik para: Türkiye ve dünya uygulaması

Abstract

İnternette kullanılmak üzere geliştirilmiş olan en yeni ödeme araçlarından biri elektronik paradır. Bu çalışmada e-paranın kavramsal çerçevede analizinin yapılması amaçlanmıştır. Bu amaç doğrultusunda çalışmanın ilk bölümünde; nakit ve nakit dışı ödeme araçlarından ve elektronik ödeme araçlarından bahsedilmiştir.Sonraki bölümde e-paranın; tanımı, türleri, özellikleri, teknik olarak yaratılması, e-para sistemleri, bu sistemlerin karşılaştırılması, e-paranın nakit ve kaydi para ile karşılaştırılması, e-paranın olumlu ve olumsuz yönleri konuları incelenmiştir.Bir sonraki bölümde ise, Türkiye'de ve Dünya'daki e-para uygulamalarına yer verilerek, e-para kullanımında elektronik bankacılık faaliyetlerinde karşılaşılabilecek risklerin üzerinde durularak, e-paranın Merkez Bankası politikalarında oluşturabileceği etkiler ortaya konulmaya çalışılmıştır. Çalışmanın son bölümünde de tüm bu değinilen konular çerçevesinde ulaşılan sonuçlar, elde edilen bulgular ve e-para sistemlerinin sorunsuz olarak finansal sistemler içerisinde yer alması için yapılabilecekler hakkında öneriler sunulmaya çalışılmıştır.

Electronic money is one of the most new payment tools that is designed for internet usage.The aim of this study is to analysize e-money in the frame of conceptualism.From the aim of this perspective,in the first section of the sudy, the tools of cash and non-cash payment and e-money payment are emphasized.In the following chapter, the issues of e-money?s definition ,types, features, its tecnical creation ,systems of e-money,comparision of these systems, comparsion between e-money and cash and registered money, the positive and negative sides of e-money are examined.However, in the next chapter, the possible effcts of e-money on Central Bank policies are tried to be enlightened by including the applications of e-money in Turkey and in World, by giving importance to the risks that can be encountered in the activities of e-money usage on electronic banking. Besides, in the last chapter of the study, the suggestions that could be done are tried to be presented in terms of the results that are reached in the frame of all these mentioned subjects, existence of derived findings and e-money systems in the financial systems without facing any problems
