Türkiye'de e-devlet uygulamaları: Sağlık Bakanlığı örneği

Abstract

E-devlet kavramı günümüzde giderek daha geniş anlamda kullanılmaktadır. Özellikle toplumların refah düzeyinin belirleyici unsuru olarak görülmekte ve ülkelerin gelişmişlik göstergelerinden biri olarak kabul edilmektedir. Bundan dolayı araştırmada, Türkiye'de e-devlet uygulamalarının Sağlık Bakanlığı örneğinden yola çıkılarak değerlendirilmesi ele alınmıştır.Bu araştırmada e-devlet hakkında ayrıntılı ve kapsamlı bilgilere yer verilirken; e-devletin temel öğeleri, özellikleri, amaçları ve yararları incelenmiştir. E-devlet uygulamalarının etkinliği açısından çok önemli bir yere sahip olan e-devletin altyapısı irdelenmiştir. Dünyadaki e-devlet uygulamalarına ve Türkiye'de başlıca e-devlet uygulamalarına değinilmiştir. Bu kapsamda Türkiye'de Sağlık Bakanlığı'nın e-devlet projeleri ayrı ayrı ele alınmıştır.Sağlık alanında bilişim teknolojilerinin önemi çok büyüktür. Sağlık sorunlarıyla boğuşan hastalara e-devlet uygulamalarıyla kolaylıklar sağlanması sağlık hizmetlerinin etkinliğini arttırmaktadır. Aynı zamanda, sağlık alanında gerçekleşen e-devlet uygulamalarının etkililiği ülkenin gelişmişliğinin de bir göstergesi olmaktadır. E-devlet projelerinin etkin bir şekilde uygulanması sonucu elde edilen veriler doğrultusunda, ülke politikaları ve stratejileri belirlenmektedir. Bu da e-devlet uygulamalarının ne denli önemli olduğunu göstermektedir. Çalışmanın sonucunda, denence çerçevesinde bulgu ve öneriler ele alınmış; genel sonuç kısmında ise, bu çalışma hakkında genel değerlendirmelerde bulunulmuştur.

The concept of electronic state (e-state) is gradually being used in a wider sense nowadays. It is especially considered as an object which defines the level of prosperity of societies and it is accepted that it is one of the indicators of developments of countries. Therefore; the applications of the e-state in Turkey are evaluated based on the sample of the Ministry of Health.In this study, detailed and extensive knowledge about e-state is placed. Basic subjects of the e-state, its peculiarities, aims and benefits are handled primarily in this study. The substructure of the e-state which is very important in the sense of the efficiency of the e-state applications are processed. E-state applications in the world and main e-state applications in Turkey are dealt with. The e-state projects of the Ministry of Health are examined one by one.The importance of informatics in the field of health is great. That the patients who struggle with health problems are provided with the facilities of the health applications increases the efficiency of the health services. At the same time, the efficiency of the e-state applications in the field of health is the indicator of the development of the country. In parallel with the data that have been obtained in the consequence of the application of e-state projects efficiently, state politics and strategies are identified. This also shows how e-state applications are very important. In the last part of the study, the topics are discussed in company with the findings and suggestions and in the general conclusion section, there are general evaluations on this study.
