Türk kamu yönetiminde performans denetimi: Kaymakamlara ilişkin bir araştırma

Abstract

Siyasi, sosyal, ekonomi ve teknoloji alanlarında yaşanan hızlı gelişmelerle birlikte dünya genelinde küreselleşmenin etkileri artmış ve bilginin doğru kullanılması rekabet üstünlüğü sağlamanın en önemli nüvesi olmuştur. Türkiye de yaşanan bu gelişmelerden etkilenmektedir. ''Gelişmekte olan ülke'' konumundan ''gelişmiş ülke'' konumuna yükselmek için rekabet üstünlüğü sağlayan alanlara yatırım yapmak hayati öneme sahiptir. Performans denetimi ve performans yönetimi yaklaşımları da kamu yönetiminin etkili bir sistem olarak varlığını sürdürmesi, kamusal hizmetlerin sunumunda etkinlik ve verimliliğin sağlanması, yolsuzluk ve israfın önlenmesi ve bu şekilde vatandaşların memnuniyetinin sağlanması amacıyla uygulamaya konulmuştur. Ancak halen stratejik planlara dayalı ortaya konulan hedeflere ulaşma derecesini ölçen ve ülke genelinde bütünsel bir yaklaşımla uygulanmakta olan performans denetim sistemleri ve performans yönetim modelleri bulunmamaktadır. Klasik hukuka uygunluk denetimi ve klasik kamu yönetimi yaklaşımı uygulanmakta olan performans denetimi sisteminde halen öne çıkmaktadır. Temel bakış açısı maalesef değişmemektedir. Merkezi idare adına taşrada yetki kullanan kaymakamların performanslarının denetimine ilişkin sistem de stratejik bakış açısından yoksun ve hukuka uygunluk denetimini andıran, sorunlu bir alanı oluşturmaktadır. Bu nedenle, çalışmada, ülke genelinde etkin bir yönetim sisteminin kurulması adına, 'denetim' değil 'yönetim' alanının bir fonksiyonu olan performans denetim modeli merkezi idarenin temel yapı taşı olan mülki idare sistemi çerçevesinde kaymakamlar için önerilmiştir. Özel olarak modelin uygulanması ile kaymakamların performansları etkin bir şekilde denetlenecek genel olarak da kamu yönetiminde etkin bir performans yönetim modeli kurulması için temel yapı kurulmuş olacaktır.

With massive developments in political, social, economic and technological areas, the effects of globalization increased all around the world and the correct use of information has been the most important core in providing competitive advantage. Turkey is also affected by these negative developments. In order to ascend from ?developing countries? to ?developed countries?, investing in areas providing competitive advantage is vital. Performance auditing and performance management approaches are also put into practice with the aim of existence of the public administration as an effective system, ensuring effectiveness and efficiency in the provision of public services, the prevention of corruption and waste and ensuring the satisfaction of citizens in this manner. However, performance auditing systems and performance management models which measure the degree of achievement of objectives still based on the strategic plans and implemented across the country with a holistic approach aren?t found. Classical control of legality and classical approach to public administration still come out in performance monitoring system which is currently carried out. Unfortunately, the basic point of view doesn?t change. In a system concerning the control of performances of district governors who exercise authority in provinces on behalf of central administration, it constitutes a problematic field which is lack of a strategic point of view and reminiscent of control of compliance with the law. Therefore, in this study, on behalf of the establishment of an efficient management system across the country, not ?control? but ?management? area, which is a function of the performance audit model has been proposed for district governors within the system of public administration which is the main constituent of central administration. With specifically implementation of the model, the performances of district governors will be effectively supervised and in general, the basic form will be established for effective performance management model in public administration.
