Adıyaman ilinin kalkınmasında öncü sektörler ve yerel dinamikler

Abstract

Azgelişmişlik sorunu dünyada olduğu gibi Türkiye'de de önemli bir sorundur. Bölgesel dengesizlikler olarak ortaya çıkan bu sorun daha alt birimlere gidildikçe artmaktadır. Bunun sonucunda birçok ekonomik ve sosyal sorun ortaya çıkarken aynı zamanda mevcut kaynakların optimal kullanılması da sağlanamamaktadır. Bu sebeple azgelişmişlik sorununun çözümlenebilmesi için bölgesel ve daha alt birim bazında yapılacak çalışmaların artırılması gerekmektedir. Bu çalışmanın amacı, Güneydoğu Anadolu Bölgesi'nde yer alan ve azgelişmişlik sorunu ile karşı karşıya olan Adıyaman ilinin sektörel yapısının incelenerek ilin üstün olduğu sektörlerin ortaya çıkarılması olmaktadır. Ayrıca yerel kalkınma dinamiklerinin etkilerini ortaya çıkarmaktır. Çalışmada, tarihsel, betimsel ve bağıntısal modeller kullanılmıştır. Araştırmada Adıyaman'ın ekonomik bir haritası çıkarılarak, ilin gelişmesinde karşılaşılan temel sorunların ortaya konulmasına çalışılmıştır. Bulgulara göre, Adıyaman'da tarım sektörü, altyapı olanaklarının geliştirilmesi ile turizm sektörü öne çıkan sektörler olmaktadır. Diğer yandan Adıyaman'da yerel kalkınma alanında örnek projelerin bulunması bir avantajdır. Ayrıca son yıllarda Adıyaman'ın ekonomik yapısında bir gelişme sözkonusudur. Ancak Güneydoğu Anadolu Bölgesi'nde sürdürülen projenin hızlı bir şekilde tamamlanması gerekmektedir. Anahtar Sözcükler: Azgelişmişlik Sorunu, Adıyaman, Sektörel Kalkınma, Yerel Kalkınma

Underdevelopment is an important problem in Turkey as in the worldwide. Rising up as a local imbalance, this problem gets deeper as we move onto lower units. As a result, many economical and social problems occur. Meanwhile, the resources in hand couldn?t be used at optimum degree. For this reason, in order to solve the problem of underdevelopment, the studies at the basis of regional and lower units should be intensified. The aim of this study is to examine the sectoral structure of Adıyaman, in the Southeastern Anatolia, which faces the problem of underdevelopment; to reveal the sectors the city leads and and to display the effects of the local development dynamics. In the study, historical, descriptive and correlational methods are used. During the study, an economical map of Adıyaman is used and the main problems which the city faces in the process of development are tried to be revealed. In the light of the findings, with the help of improving basic facilities, the agriculture and turism are the sectors standing out most. Moreover, having the sample projects in the field of local development is an advantage for Adıyaman. In addition, there is a noteworthy development in the economical structure of Adıyaman in recent years. However, the project being carried out in Southeastern Anatolia should be completed as soon as possible. Key Words: The Problem of Underdevelopment, Adıyaman, Sectoral Development, Local development.
