Türkiye üniversitelerinin çevre işlevleri ve kentsel gelişmeye katkıları

Abstract

Bu Araştırma, Türkiye'de üniversitelerin çevre işlevleri ve kentsel gelişmeye katkıları açısından bir çözümlemeyi ve değerlendirmeyi içermektedir. Bu çözümleme ve değerlendirme şu üç ana konuya göre yapılmıştır: (1) Çevre ve Kentlilik Eğitimi, (2) Kent Ortamında Çevrenin Korunması ve Çevre Kirlenmesinin Önlenmesi ve (3) Çevre Duyarlı Örnek Kentsel Oluşumlar. Bu konulara yönelik yapılan çözümleme ve değerlendirmede ise üniversitelerin şu birimleri esas alınmıştır: (1) Araştırmanın örneklem alanını oluşturan 20 (yirmi) üniversitenin Çevre Mühendisliği Bölümleri, (2) Bu 20 üniversite içinde yer alan 6 (altı) üniversitenin Şehir ve Bölge Planlama Bölümleri, (3) Üniversitelerin ?çevre ve kentsel gelişme? ile doğrudan ilgili araştırma ve uygulama merkezleri, (4) ?Çevre ve kentsel gelişme? ile doğrudan ilgili öğrenci toplulukları. Bu birimlerle ?görüşme soru kağıdı?na dayanılarak yapılan görüşmeler sonucunda elde edilen bilgiler, üniversitelerin kendi web sitelerinde yayımlanan çalışma raporları ve yürütülen öteki çalışmalar araştırmanın altyapısını oluşturmuştur. Elde edilen ve işlenen veriler ve bilgilerden yola çıkılarak önce Türkiye üniversitelerinin çevre ve kentsel gelişme konularındaki varolan durumlarının ve faaliyetlerinin ayrıntılı bir dökümü yapılmıştır. Bunlara dayalı olarak şu iki öbek öneri geliştirilmiştir: (1) Varolan olanakları ve örgüt yapılarıyla Türkiye üniversiteleri çevre ve kentsel gelişme konularında neler yapabilirler? (2) Çevre ve kentsel gelişme yönelimli (veya bilinçli) bir Türkiye üniversite modeli nasıl örgütlenebilir? This research is an analysis and critical evaluation of environmental functions, roles or duties and contribution to urban development of the universities of Turkey. These analyses and evaluations were realized in terms of these there main topics: (1) Education for environment and adapted urban deweller (urbanism). (2) Preservation of environment and prevention of environmental pollution in urban areas. (3) Environmentally sensitive model city. For these analyses and evaluations, the following units of the universities were taken into account: (1) Environmental Engineering Departments of 20 universities within the research sampling area. (2) Six Urban and Regional Planning Departments of the same universities. (3) Research and Implementation Centers which are directly related to ?environmental and urban development? of the same 20 universities. (4) Twenty sample universities? Student Clubs which are directly related to ?environmental and urban development.? The main information sources of this Ph. D. thesis are the followings: (1) Information obtained from the above mentioned four kinds of university units by the implementation of ?interview questionaire?; (2) work reports published in the web sites of the sample universities; (3) other general and special information obtained from different sources shown on the bibliography of the thesis. By using all these information, the existing environmental and urban development activity pictures of the universities of Turkey were put forward. In addition, the following two groups of proposals were formulated: (1) Proposals related to this question: ?With the existing sources and organizational structures, what can the universities of Turkey do about the `environmental and urban development? areas? (2) Proposals for the organization of an ?environment and urban development oriented? Turkish university model.
