Öz:Başbakan İsmet İnönü, Sovyet Rusya'ya yaptığı gezide Sovyetlerin sanayileşme hamlesini görmüş ve devlet eliyle uygulanan sanayileşme projesinin bir benzerini Türkiye'de de uygulamak için harekete geçmiştir. 1925 yılında özel sanayi sektörünün ve kendine bağlı sanayi kurumlarının kredi ve finansman sorununu çözmek amacıyla Sanayi ve Maadin Bankası kurulmuştu. Ancak banka, sermayesinin azlığı nedeniyle kendine bağlı işletmeler dışında özel sanayi sektörüne destek olamayarak kanunda kendisine verilen görevi yerine getirememiştir. Gerek bu sorunu çözmek gerekse de Sovyet Rusya gezisinden elde edilen tecrübe ile devletin sanayileşme sürecini ele almak amacıyla Sanayi ve Maadin Bankası kaldırılarak yerine 3 Temmuz 1932'de Devlet Sanayi Ofisi ve 14 Temmuz 1932'de Türkiye Sanayi Kredi Bankası kurulmuştur. Ancak Türkiye Sanayi Kredi Bankası kurulması ile Teşvik-i Sanayi Kanunu ile özel sanayi sektörüne verilen makine ve teçhizat ithali serbestliği ve bunların vergi ayrıcalıkları kaldırılarak makine ve teçhizat ithali işi bankanın sorumluluğuna verilmiştir.
