Öğe Citizenship Education in the European Union Member States and Turkey(Int Organization Center Acad Research, 2016) Ogusgil, Vahap AtillaTraining citizens who participate actively in social and political life, can think critically, adopt human rights and democratic values and respect cultural diversity is among the goals that today's modern societies pay regard as a priority. Among the means to be resorted in order to reach the goal in question, education is the leading one. In this regard, the said societies have been taking remarkable steps in developing curricula to be structured within the frame of aforementioned goals. This study addresses citizenship education in the European Union members states and Turkey. Through this study, it is specifically aimed to detect the goals tried to be reached via citizenship education in the European Union members states and the themes in the national curricula and also to seek an answer to the question to what extent Human Rights, Citizenship and Democracy course, which began to be taught in the 4th grade of primary schools in Turkey in 2015-2016, reflects the goals and themes in question. Lastly, among qualitative research methods, the study will be conducted using content analysis method.Öğe The Internal Security Package and Its Potential Impact on the EU-Turkey Relations within the Scope of Fundamental Rights and Freedoms(De Gruyter Poland Sp Zoo, 2016) Ogusgil, Vahap AtillaBeing one of the core values of the European Union, human rights have been centrally located in the European Union-Turkey relations especially since the country gained the candidate status in 1999. In human rights practices, the actor who comes to the forefront most on behalf of the state against the citizens whose rights must be protected is the police force. Therefore, the security practices enforced by the police form a huge part of human rights practices in the state and thus play a decisive role in Turkey's relations with the Union. This article presents an evaluation of the so-called 'internal security package', which has just passed into law, and its potential impact on European Union-Turkey relations. The package includes specific amendments regarding the police duties and authorities, which unarguably affect human rights practices in the country. As the Union lacks a uniform norm relating to the security practices the package in question contains, the answer to the question will be sought by screening two sources: EU progress reports on Turkey and relevant ECtHR decisions, which provide definite judgements regarding the threats and risks posed by the package under discussion.
