Diplomacy in the Age of Artificial Intelligence
(IGI Global, 2025) Turan, Ahmet; Ucuzal, Hasan
Diplomacy in the age of AI marks a transformative shift in how nations communicate, negotiate, and navigate global challenges. As AI technologies evolve, they reshape the tools and strategies available, enabling faster data analysis, real-time language translation, and predictive modeling of global events. They also introduce new ethical dilemmas, risks of misinformation, and power imbalances that traditional diplomats may not be equipped to handle. Diplomacy must adapt to the technological landscape while playing a key role in shaping global governance for AI, ensuring innovation aligns with international law, human rights, and the interests of the global community. Diplomacy in the Age of Artificial Intelligence explores the evolving nature of international relations by examining how global forums and diplomatic conferences are reshaping diplomacy in an era defined by rapid technological advancement and AI. It integrates perspectives from diplomacy, international law, technology studies, and global governance to reveal how conferences act as engines of soft power, agenda coordination, and institutional adaptation in a multipolar, AI-augmented world. This book covers topics such as geopolitics, strategic engagement, and digital communication, and is a useful resource for business owners, government officials, policymakers, engineers, academicians, researchers, and scientists. © 2026 by IGI Global Scientific Publishing. DIPLOMACY UNVEILED: WHY RUSSIA DISCLOSED THE SYKES-PICOT AGREEMENT IN 1917?
(Ivane Javakhishvili Tbilisi State Univ, Fac Social & Polit Sci, 2025) Turan, Ahmet
The Sykes-Picot Agreement is undoubtedly one of the most important agreements in modern history. During the negotiations that started in November 1915, Britain and France agreed on the text of the agreement, which was later expanded to include Russia in March 1916. The agreement, which was finalised with the approval of Russia, was signed by Sir Mark Sykes, Fran & ccedil;ois Georges-Picot, and Sergey Sazonov on 16 May 1916. For this reason, the agreement is also referred to in many Western sources as the Sykes-Picot-Sazonov Agreement, a designation derived from British and French diplomats Sir Mark Sykes and Fran & ccedil;ois Georges-Picot, who drafted the memorandum, together with the formal assent of Russian Foreign Minister Sergey Sazonov. However, the publication of the agreement by Bolsheviks on 23 November 1917 caused significant repercussions worldwide. In this context, the disclosure of the agreement to which Russia was a party by Russia represents a subject that has not been sufficiently researched. The aim of this study is to elucidate the rationale behind Russia's decision to disclose the Sykes-Picot agreement. To this end, the study analyses the main factors that shaped Trotsky's decision, such as Russia's demands from its allies, its secret agreements, and the relevance of the development to the Palestinian Question. It also examines Russia's ideological stance and its impact on the publication of the agreement.

From Realpolitik to 'Digitalpolitik': Russia's Diplomatic Shift in the Age of AI
    (IGI Global, 2025) Turan, Ahmet
This study explores the evolution of Russian foreign policy from traditional Realpolitik to a hybrid model shaped by digital technologies, termed Digitalpolitik. While maintaining classical power tools like military force, Russia has integrated digital capabilities to expand influence, control information, and reinforce sovereignty. Key developments such as the annexation of Crimea, and the invasion of Ukraine illustrate this shift. The rise of cyber diplomacy, AI- driven strategies, and a focus on digital sovereignty highlight a new paradigm. Framed by ideological narratives and institutionalized hybrid warfare, Russia's approach challenges global norms and demands new multi- layered responses from the international community. © 2026, IGI Global Scientific Publishing.

New Horizons in Conference Diplomacy: A Comparative Analysis of the Antalya Diplomacy Forum and the Valdai Discussion Club
    (Seta Foundation, 2025) Turan, Ahmet
Conference diplomacy is one of the most important phenomena in the history of modern international relations. This form of diplomacy, long overshadowed by the Congress of Vienna (1814-1815), has been regarded as a key platform for post-war order-building. However, with the changing world order in the 21st century, there have been fundamental changes in conference diplomacy. Conferences have come to the forefront not only in post-war periods but also in times of peace as a medium for the search for solutions to regional and global problems. In this context, the Antalya Diplomacy Forum (ADF), organized under the auspices of the Ministry of Foreign Affairs of the Republic of T & uuml;rkiye, and the Valdai Discussion Club (VDC), organized under the auspices of the Ministry of Foreign Affairs of the Russian Federation, are prominent examples of conference diplomacy. This study aims to compare these two conference diplomacy channels. To this end, comparative analysis is used in this study. Accordingly, Paul Meerts' classification is used to compare the objectives, activities, formats, participation levels, and agenda-setting capacity of both conference series. In this context, the study examines which mechanism is more effective based on online and periodical publications from both conferences.

The "Newest Great Game": West-Russia Rivalry Over Trade Tariffs in Central Asia
    (IGI Global, 2025) Turan, Ahmet
The ongoing rivalry among major powers in Central Asia is driven by the region's strategic importance and abundant natural resources. Recent tensions between Russia and the West over trade tariffs have led to the emergence of a new arena for economic and political struggle in the region. The present study examines the dynamics of this competition, which is referred to as The New Great Game' and analyses the impact of trade policies on regional alliances and economic dependency relationships. The imposition of protectionist tariffs by Russia, implemented through the Eurasian Economic Union (EAEU), and the adoption offree trade and investment strategies by the West, targeting the region, are among the primary strategies that are deepening this competition. This article examines how Central Asian countries navigate great power competition through balancing strategies and explores the potential impact of global trade wars on regional economies. It argues that this contest will significantly shape the region's geopolitical future beyond trade tariffs. © 2026, IGI Global Scientific Publishing. All rights reserved.
