dc.description.abstractKüreselleşme sürecinde kamunun öneminin azaldığı ve devletin küçüldüğü tartışmaları sıklıkla dile getirilmektedir. Devletin küçülmesinin doğrudan sonuçlarından biri de kamusal istihdamın giderek azalması olmaktadır. Söz konusu istihdam azalışı gerek merkezi yönetimde gerekse yerel yönetimlerde kendini göstermektedir. Türkiye’de 2000’li yıllarda çıkarılan yerel yönetim yasaları ile yerel yönetim birimlerine personel istihdamı konusunda önemli sınırlamalar getirilmiştir. Söz konusu düzenlemeler sonucunda yerel yönetimlerin personel harcamalarının aşamalı olarak azaltılması hedeflenmiştir. Bu çalışmada Hatay belediyeleri örneğinde söz konusu düzenlemelerin etkileri incelenmektedir. Hatay Doğu Akdeniz bölgesinde yer almaktadır. 12 ilçesi ve 76 belediyesi olan Hatay 1.500.000 nüfusa sahiptir. Araştırma’da belediyelerin 1990 sonrası mali verileri incelenmektedir. Elde edilen veriler belediyelerin türlerine ve nüfus büyüklüklerine göre tablolar ve grafikler aracılığıyla çözümlenmişve sunuma hazır hale getirilmiştir. Söz konusu verilerden elde edilen sonuçlar, Türkiye geneline ait veriler ve benzer çalışmalarla karşılaştırılmaya da olanak tanımaktadır. Belediyelerin personel harcamalarına sınırlama getirilmesinin etkileri de kısaca tartışılacaktır.en_US
dc.description.abstractThere is an ongoing argument about the declining role of the public and downsizing of the state in the globalization process. One of the direct consequences of downsizing is the decreasing level of public employment. The mentioned decrease can be seen both central and local governmental levels.  Doç. It was aimed to reduce the personnel expenditures of local governments by these arrangements. Within this study, it has been examined the effects of the mentioned arrangements by studying the municipalities of Hatay. Hatay is located in the Eastern Mediterranean region. Hatay has a population of nearly 1,500,000 within 12 district and 76 municipalities. The post-1990 financial data of the municipalities has been examined. The obtained data has been analyzed according to types and population size of the municipalities by the help of the graphics and tables. The results which obtained from the mentioned data provide comparison with the similar works and the general results of Turkey. Also in this study it has been argued the effects of limitation that was implied on the personnel expenditures.
