Özet ve Anahtar Sözcükler: "sizlik, gerek toplumsal gerekse bireysel aç dan günümüzün en önemli sorunu haline gelmi"tir. Bu sorunun çözümünde en büyük görev devlete dü"mektedir. Devlet bu görevini yerine getirirken çe"itli araçlardan yararlanmaktad r. Bu araçlardan biri olan istihdam kurumlar , geli"mi" ülkelerde i"sizlik ve istihdam sorunu için politika üretecek ve uygulayacak "ekilde yap land r lm "lard r. Çal "mada, i"gücü piyasas na ili"kin kavramlar, türleri, yönetim yap lar ve yönetimi etkileyen unsurlar ile dünyada ve Türkiye'de i"gücü piyasas yönetiminin geli"imi verilmi"tir. Türk i"gücü piyasas n n i"gücü, i"sizlik ve istihdam ve piyasa türleri aç s ndan görünümü ile Türkiye'de var olan i"gücü piyasas yönetiminin yasal, kurumsal ve yönetsel durumu ortaya konulmu"tur. Çal "mada ayr ca, Türk i"gücü piyasas n n temel sorunlar i"gücü piyasas n n yönetim yap s na göre incelenmi" ve bu sorunlar çözmeye yönelik bir model önerisi geli"tirilmi"tir. Unemployment has recently been a crucial issue in terms of both social and individual aspects. The state has a crucial hand in resolving the problem. Fullfilling the responsibilty, the state makes use of various institutions. Employment agency, one of these institutions, was designed so as to make and apply policies for unemployment and employment in developed countries. In this study, notions concerning labour market, their types managing structures, factors effecting the management and the development of the management of labour market in Turkey were given. The current situation of Turkish labour market in terms of labour, unemployment, employment and market types, and the legal, institutional and managerial situation of Turkish labour market was presentet. Also in the study, the key problems of Turkish labour market were examined according to the administrational structure of Turkish labour market and a model to solve these problem was suggested. In this model, a better management system towards solving the problems was designed to solve the structural proslems for re-organizing Turkish labour market. /n the last chapter of the study, the fundings of the study and, based on these findings, some suggestions towards a better management of Turkish labour market were peresented.
