ÖĞRETİM PROGRAMLARININ DEĞİŞMESİNİ ETKİLEYEN FAKTÖRLERİN, SOSYAL BİLGİLER VE FEN BİLİMLERİ DERSİ MÜFREDATLARINI ETKİLEME BOYUTU

Özet
Öz: Bu çalışmanın amacı öğretim programlarının değişmesini etkileyen faktörleri inceleyerek öğretim programlarını hangi boyutta etkilediğini belirlemenin yanı sıra bütünleşik müfredat yapısına sahip olan Sosyal Bilgiler ve Fen Bilimleri dersleri öğretim programlarındaki ortak temel becerileri etkileme boyutları betimlemeye çalışmaktır. Araştırmada nitel araştırma yaklaşımlarından dökümün incelemesi modeli kullanılmıştır. Verilerin analizinde betimsel analiz kullanılmıştır. Betimsel analiz yapılırken, öğretim programını değiştiren faktörlerin öğretim programını etkileme boyutu, öğretim programlarında yer alan de- ğerler, temel beceriler, yetkinlikler ve öğretim programları uygulanırken dikkat edilecek hususlar doğrultusunda kategoriler oluşturulmuştur. Elde edilen veriler doğrultusunda öğretim programlarını en fazla etkileyen faktörlerin 21. yy. becerileri, Türkiye Yeterlilikler Çerçevesi ve Milli Eğitim Kalite Çerçevesi en az etkileyen faktörün ise Milli Eğitim Şuraları olduğu görülmüştür. Sosyal bilgiler ve fen bilimlerindeki ortak temel becerilerin ise, en çok 21. yy. becerileri, Türkiye Yeterlilikler Çerçevesi, 10. Kalkınma planı ve Milli Eğitim Kalite Çerçevesinden etkilendiği, TIMMS ve Milli Eğitim Şuralarının ise etkilemediği görülmüştür
Öz: The aim of this study was to examine the factors affecting the change of curriculums, to determine the extent to which they affect the curriculum and to describe their degree of inflence on the common basic skills in the Social Studies and Science curriculum which have integrated curriculum structure. In the research, data were obtained by using the qualitative research design and document analysis method. Descriptive analysis was used to analyse the data. While the descriptive analysis was performed, the effect of the factors that change the curriculum, the values in the curriculum, basic skills, competencies and the points to be taken into consideration in the implementation of the curricula categories were created. Based on the obtained data, the most inflencing factors affecting curriculum were 21th century skills, Turkish Qualifiations Framework and National Education Quality Framework while the least inflencing factors were Decisions of the National Education Council. In case of common basic skills of Social Studies and Science curriculums were mostly affected by 21th century skills, Turkish Qualifiations Framework, 10th Development Plans and National Education Quality Framework however TIMMS and Decisions of the National Education Council did not have any impact.
