Özet
Türkiye'nin ulusal güvenliğinin en önemli dayanaklarından biri ekonomik güvenliktir. Etkili bir ulusal ekonomik güvenlik ise, güçlü kurumlardan müteşekkil bir devlet yapısının en büyük güvencesidir. Ekonomik güvenliğini tesis etmiş Türkiye Cumhuriyeti Devleti'nin eğitim, sağlık, tarım, bilim, teknoloji, ulaşım, enerji ve savunma gibi temel yatırımları ülke geleceği için önem arz etmektedir. Bölgesel bir güç olan Türkiye'nin ekonomik tehdit ve fırsatlara yönelik bilimsel verilere yaslanan hukuki bir düzenlemeye girişmesi, bunun için "Ekonomik Güvenlik Kanunu"nu yasalaştırarak ekonomik tehditlerin önlenmesi ve fırsatların kaçırılmaması gerekmektedir. Tezin temel argümanı "Ekonomik Güvenlik Kanunu" ihtiyacı ve buna yönelik kurumsal alt yapının oluşturulmasıdır. Bu kapsamda; ilk iki bölümde güvenlik ve ekonomik güvenliğe yönelik teorik alt yapı anlatılarak, üçüncü bölümde Türkiye'nin ekonomik güvenlik oluşturma çabalarına ve hukuki eksikliklere değinilmiş, dördüncü ve son bölümde bölgesel tehditler ve fırsatlar kapsamında çeşitli alanlar açıklanmıştır. Elde edilen veriler SWOT analizine tabi tutulmuştur. Tezin sonuç kısmında ise "Ulusal Ekonomik Güvenlik" yönünde atılması gereken adımlar topluca değerlendirilmiştir.
One of the most important pillars of Turkey's national security is economic security. An effective national economic security, on the other hand, is the greatest guarantee of a state structure made up of strong institutions. The basic investments of the Republic of Turkey, which has established its economic security, such as education, health, agriculture, science, technology, transportation, energy and defense are important for the future of the country. As a regional power, Turkey should initiate a legal regulation based on scientific data for economic threats and opportunities, and for this, economic threats should be prevented by enacting the "Economic Security Law". The main argument of the thesis is the need for "Economic Security Law" and the establishment of the institutional infrastructure for it. In this context; In the first two sections, the theoretical infrastructure for security and economic security is explained, in the third section, Turkey's efforts to create economic security and legal deficiencies are mentioned, and in the fourth and final section, various areas are explained within the scope of regional threats and opportunities. Obtained results were subjected to SWOT analysis. In the conclusion part of the thesis, the steps to be taken in the direction of "National Economic Security" were evaluated collectively.
