| dc.description.abstract | Özet Devletbaşkanlığı devlet kadar eski siyasal makamların başında gelmektedir. Bu makamda bulunan devletbaşkanlarının uzun süre seçime ve görev süresi sınırlamasına tabi olmadıkları gözlenmektedir. Yetkilerinin belirsizlik taşımakla birlikte oldukça genişolduğu, siyasal sistemin işleyişindeki rollerinin ise baş aktör konumunda oldukları ifade edilebilir. Günümüzde ise devletbaşkanlığı makamı oldukça farklılaşmakta, seçime konu olanlarına da olmayanlara da, kendilerine tanınan yetkilerin genişolanlarına da, dar olanlarına da rastlanmaktadır. Benzer durum siyasal sistemin işleyişindeki rol düzeylerinde de rastlanmakta, bazıları oldukça üst düzeyde rol sahibiyken; diğer bazıları da sınırlı olabilmektedir. Devletbaşkanlarının olduğu gibi onların bir çeşidi durumundaki cumhurbaşkanlarının da siyasal sistemin işleyişindeki rollerini belirleyen çok sayıda etkenden söz edilebilir. Bu etkenlerden bazıları cumhurbaşkanlarına tanınan yetkiler, cumhurbaşkanlığı ile parti başkanlığının aynı kişide birleşip birleşmemesi, cumhurbaĢkanlarının seçilme biçimi, halk, kamuoyu ve sistemdeki güçler tarafından desteklenme derecesi şeklinde sayılabilir. Muhtemelen 2014 yılından sonra Türkiye de cumhurbaşkanları halk tarafından seçileceğinden; cumhurbaşkanlarına tanınan yetkiler ile siyasal sistemin işleyişindeki muhtemel rol veya etkinliklerinin hangi düzeyde olabileceğinin önceden ele alınması önemli yararlar sağlayacaktır.
