dc.description.abstractABSTRACT A proper structure for public administration to fulfill the requirements of a modern (service) State is vitally important. In every administrative organisation, there exists a division of power as regards to managerial fields and continuous efforts to reform in the functions of the system. In general, the aims of these reforms are as follows : To improve the service ability, to set up an optimum political structure, to reach the goals beyond the local level, to develop the administrative abilities in terms of management and planning, to provide closer relationships with the citizens and to use the public sources in the best manner for economical improvements. The main aim of the reforms, introduced since II. World War, an administrative divisions is to reach the managerial units with a required optimum greatness. Between 1950 and 1980, the number of units decreased in Holland 20 %, in Norway and Austria 40 %, in Germany and Britain 68 %, in Belgium and Denmark 89 %. In Turkey, contrary, the number of units, namely provinces, districts and municipalities has been increased since 1987. This tendency to increase more subdivisions in the administrative system does not go with the requirements of an effective and efficient management in today and in future as well. Small managerial units may cause a great waste of public sources and consequently may entail to the poverty.en_US
