Özet
Bu çalışma, yapay zekâ teknolojilerinin kamu sektöründeki kullanımına ilişkin etik yönleri sistematik bir biçimde analiz etmeyi amaçlamaktadır. Yapay zekânın kamu politikalarındaki yeri, hizmet sunumundaki rolü ve karar alma süreçlerindeki işlevi; bu sistemlerin etik çerçevede nasıl yönetileceği sorusunu gündeme getirmektedir. Çalışmanın temel amacı, kamu sektöründe yapay zekâ sistemlerinin etik açısından uygunluğunu değerlendirmek ve etik temelli hizmet sunumuna katkıda bulunmaktır. Araştırma kapsamında, yapay zekânın etik kullanımına dair ulusal ve uluslararası ölçekte önemli belgeler olan Avrupa Komisyonu Yapay Zekâ Yasası, OECD Yapay Zekâ Kılavuzları, Güvenilir Yapay Zekâ Sistemleri için Etik İlkeler Rehberi, Montreal Deklarasyonu, Türkiye Ulusal Yapay Zekâ Stratejisi doküman analizi yöntemiyle incelenmiştir. Araştırma bulguları, kamu sektöründe yapay zekâ sistemlerinin etik değerlere uygun biçimde tasarlanması ve uygulanmasının; şeffaflık, hesap verebilirlik ve kamu yararının gözetilmesi gibi temel değerlerin sağlanmasında önemli bir rol oynadığını ortaya koymaktadır.
This study aims to systematically analyze the ethical dimensions of the use of AI technologies in the public sector. The increasing involvement of AI in public policy-making, service delivery and decision-making processes raises critical questions about how to manage these systems within an ethical framework. The primary objective of this study is to assess the ethical alignment of AI systems deployed in the public sector and to contribute to the development of ethics-based governance practices. This study examines key national and international documents concerning the ethical use of artificial intelligence through document analysis. The analysis focuses on prominent frameworks including the European Commission's Artificial Intelligence Act, the OECD AI Principles, the Ethics Guidelines for Trustworthy AI, the Montreal Declaration, and the Turkish National Artificial Intelligence Strategy. These documents provide critical insights into the normative foundations and guiding principles aimed at ensuring the responsible and ethical development and deployment of AI systems. The findings reveal that the ethical design and implementation of AI systems in the public sector play a crucial role in ensuring core values such as transparency, accountability, and the protection of the public interest.
