Özet
Tarihsel süreç içinde devlet ile bireyler arasındaki ilişkilerin
başlangıcında yönetimin gizliliği ilkesinin egemen olduğu görülmektedir.
Zaman içindeki gelişmeler, demokratik ve şeffaf yönetimin gereği olan
eşitlik, tarafsızlık ve açıklık ilkelerine uygun olarak, kişilerin kendilerini
ve yönetimi ilgilendiren konularda bilgi edinebilmeleri hakkını gündeme
getirmiştir. Bu çalışmada öncelikle bilgi edinme hakkı ve bu hakka ilişkin
hukuki düzenlemeler genel hatları ile ele alınacaktır. Ardından, Bilgi
Edinme Hakkı Kanunu çerçevesinde Bilgi Edinme Değerlendirme
Kurulu’nun yapısı ve bu Kurul’a yapılan itirazların usulü incelenecektir.
In the historical process, the principle of untransparecy of government has been dominant in the beginning of the relations between individuals and the state. Developments in time has brought it to attention that people should have the right to be informed in accordance with the principles of equality, equity and transparecy which are required for a democratic and transparent government. In this study, right to information and related legal regulations will be discussed in general terms. Consequently, the constitution of The Board of Information Evaluation and the appeal procedure to the said board will be examined in accordance with the Right to Information Act.
